This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. This requirement is for standard commercial preventative maintenance inspections (annual and quarterly safety compliance checks) and unscheduled mechanical repair services for a fleet of eight (8) specialized aerial boom lifts, scissor lifts, and material handling tow tractors at Westover Air Reserve Base. Based on formal market surveillance, this procurement is set aside 100% for Small Business. A GSA MAS schedule was determined to be a non-viable option due to the critical mission requirement for a 24-hour localized on-site emergency response window, which is not available from national schedule vendors without incurring excessive, non-commercial travel surcharges. Offerors must conform with the complete PWS.
