BACKGROUND The Ministry of Finance has received financing from the World Bank and a grant from the European Union toward the cost of the Construction of a New Runway and Other facilities for Plaine Corail Airport, Rodrigues and intends to apply part of the proceeds towards recruitment of Individual Consultancy for Procurement Assistant. 2. OBJECTIVE OF THE ASSIGNMENT The Procurement Assistant is to support all activities and procedures related to the procurement of goods, works, consulting services and non-consulting services under the specified threshold and act as an understudy to the Procurement Specialists and Sr. Procurement Specialist, providing support in procurement operations, ensuring compliance with policies and timely delivery of procurement activities. The Assistant will progressively assume more responsibility under supervision to support the project’s procurement needs 3.0 BRIEF SCOPE OF THE ASSIGNMENT The Procurement Assistant will handle procurement activities under supervision, of the Procurement Specialist. The Assistant will support and assist the Procurement Specialist with procurement activities and procedures as described in the Project Operations Manual (POM) and the World Bank Procurement Regulations. Assist in the preparation and publication of procurement notices, bidding documents, evaluation reports, and contract documentation under supervision. Prepare and update the Project’s Annual Procurement Plan using STEP. Assist with organizing bid opening sessions, evaluation meetings, and negotiation documentation.
