Notice of Intent to Sole Source Djibouti 1.8F (PC&S) Africa

This notice is published by the Defense Logistics Agency Energy (DLA Energy) in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 (DEVIATION 2026-O0003)(AUG 2026) requiring dissemination of information for proposed contract actions. This announcement represents a notice of intent to make a single source contract award and does not constitute a request for competitive quotes, bids, or proposals. The statutory authority permitting other than full and open competition is prescribed by FAR 6.103-1 (DEVIATION 2026-O0017)(AUG 2026) (Only one responsible source and no other supplies or services will satisfy agency requirements) and 10 U.S.C. 3204(a)(1). DLA Energy intends to award a Firm-Fixed-Price with Economic Price Adjustment (FFP-EPA) single-source contract utilizing commercial procedures under FAR Part 12 (Acquisition of Commercial Products and Commercial Services) in conjunction with FAR Part 15 (Contracting by Negotiation) to United Capital Investments Group, Inc. (UCIG). The proposed procurement encompasses a Period of Performance (PoP) from October 1, 2027, through October 31, 2028, with an active Ordering Period from October 1, 2027, through September 30, 2028. With two 12-month options.
