The Bureau of International Narcotics and Law Enforcement Affairs (INL) is an instrumental leader in the development of policies and programs to combat international narcotics and crime. INL programs support two of the Department of State's strategic goals: (1) to reduce the entry of illegal drugs and migrants into the United States; and (2) to minimize the impact of international crime on the United States and its citizens. One of the many ways to meet these goals is to partner with allied governments to promote the modernization of, and support the enforcement operations of, their foreign criminal justice systems and law enforcement agencies. INL assists host nations with the construction and rehabilitation of facilities that enable those nations to enhance their capacity to manage security incidents within their own countries. In cooperation with the Government of Honduras, INL is providing technical assistance for the rehabilitation and improvement of the FEN Puerto Castilla facility — an active operational base supporting maritime security, interdiction, and emergency response activities.
