Facility Readiness and Maintenance Execution (FRAME) Request for Proposal (RFP) - DRAFT

This Special Notice provides interested parties with information regarding the availability of the draft Request for Proposal (dRFP), review requirements, the tentative acquisition schedule, and the upcoming Industry Day and Site Visit. This notice is for planning purposes only and does not constitute an invitation for bids, request for proposals, or quotes, nor does it indicate that the Government will contract for the items described herein. The 30th Contracting Squadron (30 CONS/PKD) at Vandenberg Space Force Base (VSFB), CA, is requesting industry feedback on the dRFP for the Facility Readiness and Maintenance Execution (FRAME) contract. FRAME is the follow-on acquisition to the current Launch Operations Support Contract (LOSC) (Contract #FA4610-23-D-0001, currently performed by Call Henry, Inc.). FRAME follow-on acquisition is 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this effort is 561210 Facilities Support Services (small business size standard is $47M). Description of Services, Background, and Objective: FRAME is a non-personal services contract that provides maintenance, repair, modification, and modernization for over 130 facilities, property, and equipment (P&E) supporting the nation’s space mission, defense, and test activities at VSFB and its associated geographically-separated locations. The scope of work involves facility infrastructure and systems (including water and gas mains, roads, generators, power distribution, HVAC, waste systems, and roofing) alongside the execution of distinct sustainment projects and standby support for urgent repairs during select launch operations to ensure maximum operational readiness.
