REQUEST FOR EXPRESSIONS OF INTEREST INDIVIDUAL CONSULTANT SELECTION Name of Project Loan No/Credit No/Grant Number Fiji Energy Transformation Project GFPP Grant No. TF0D0728 Assignment Title Environment Officer (Full-Time-Local) Procurement Plan Reference Reference No. FJ-EFL-573526-CS-INDV EOI-06/2026 Country of Delivery Selection Method Republic of Fiji Individual Energy Fiji Limited (EFL) invites qualified individual consultants to express their interest in the full-time position of Environment Officer within the Project Preparation Unit for the Fiji Energy Transformation Project. The Fiji Energy Transformation Project is a USD 230 million World Bank-supported initiative aimed at accelerating renewable energy, modernizing the power grid, and reforming the energy sector to attract private investment. The project includes large-scale solar photovoltaic and battery energy storage system parks, grid evacuation infrastructure, transmission line upgrades, and modernization of existing power stations across Viti Levu, Vanua Levu, and Taveuni. The project’s environmental and social risks are classified as substantial under the World Bank Environmental Social Framework. The Services will cover: • Environmental scoping and screening for all project components, including solar parks, BESS facilities, transmission corridors, the National Control Center, and other grid infrastructure. • Critical Habitat screening, biodiversity assessment, and preparation of mitigation or compensatory measures where required. and • Preparation of site-specific Environmental and Social Management Plans and environmental inputs to other ESF instruments. • Integration of environmental requirements into technical specifications, bidding documents, contractor management requirements, and design reviews. • Environmental assessment of hydropower assets and aging asset liabilities, including hazardous materials and legacy contamination. • Coordination with relevant government environmental and regulat
