COUNTRY: Federal Republic of Somalia NAME OF PROJECT: Regional Digital Integration Project (EA-RDIP) PROJECT ID : P176181 Assignment Title: Consultancy Services for Government Data Governance, Interoperability Standards and Digital Service Risk Framework Reference No.: SO-MOCT-FGS-575777-CS-CQS Place of assignment: Mogadishu, Somalia Submission Date: October 19, 2026, 2.00pm (local time, Mogadishu, Somalia) The Federal Republic of Somalia has received a grant from the International Development Association (IDA) of the World Bank toward the cost of the Regional Digital Integration Project (EA-RDIP), and the Ministry of Communications and Technology intends to apply part of the proceeds for consulting services. The consulting services (“Services”) is required to be undertaken as an external consultant firm supporting the client, Ministry of Communications and Technology (MoCT), FGS to carry out the implementation of “ Government Data Governance, Interoperability Standards and Digital Service Risk Framework” . The assignment aims to establish a coherent, standardized and implementable government-wide foundation for data governance, interoperability, data exchange, reference and master data management, and digital service risk management across the Federal Government of Somalia. This includes developing government-wide standards for open data, metadata, APIs, registry data and digital service design; a Master Data Management Governance Framework and Register of Authoritative Sources; a Government Common Data Model; data quality, data-sharing and data classification frameworks; a Digital Service Risk-Profile Framework; and a sequenced implementation roadmap. The consultant firm will undertake all the specific required tasks detailed out in the Terms of Reference (ToR). The consultant service is expected to be conducted and reports delivered in approximately sixteen (16) weeks from contract effectiveness.
