National consulting firms that possess the requisite capacity, meet the following shortlisting criteria and are willing to undertake the assignment in accordance with the detailed Terms of Reference (available at https://weather.gov.pk/home/circulars#tender) are invited to submit Expressions of Interest:- Shortlisting Criteria Requirement General experience Legally registered firm with at least five (5) years of professional consulting experience, including relevant experience in institutional reform, governance, public sector modernization or environmental governance. Specific experience At least two (2) completed contracts of similar scale and complexity; experience in the hydromet / climate services sector will be accorded due weightage. Technical capability Demonstrated experience in legal drafting, organizational restructuring,
