REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL CONSULTANT) Country: Ethiopia Name of Project: The Building Institutions and Systems to Harness and Realize Agenda (BIASHARA) 2063 Project Grant No : P180117 Assignment Title : Principal Data Analyst for the African Programme on Aviation Data (APAD) Reference No. ET-AUC-568151-CS-INDV The African Union Commission has received financing from the World Bank toward the cost of The Building Institutions and Systems to Harness and Realize Agenda (BIASHARA) 2063 Project and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include the day-to-day management, quality assurance and analytical use of aviation data across APAD. The Principal Data Analyst leads the APAD reporting architecture, data-quality framework, analytics and dissemination products, and the functional coordination of the APAD data platform, and provides technical recommendations to the Director of Air Transport. Specific tasks include: Leadership of APAD aviation statistics and reporting architecture Lead the design and maintenance of the APAD reporting architecture, including data flows, indicator frameworks, definitions, standard templates and reporting cycles, aligned where relevant with ICAO, AU and international standards. Oversee the regular collection and consolidation of aviation data from States, RECs and partner institutions, and set priorities and standards for completeness, timeliness and comparability. Strengthen reporting through ICAO statistical forms and other agreed instruments, and oversee the APAD submission workflow, evidence tracking, scorecards, annual reporting calendar and escalation process.
