The Federal Democratic Republic of Ethiopia, Ministry of Finance (MoF), has received financing from the World Bank toward the cost of the Ethiopia Rural Connectivity to Support Food Security Program , and the project implementer intends to apply part of the proceeds for consulting services to hire a technology provider to develop and implement (as a pilot) a Digital Contract Farming Management System (DCFMS). 2. Objective of the Consultancy Service The consulting services (“the Services”) include designing, developing, testing, integrating, deploying, and supporting a secure, scalable, and interoperable Digital Contract Farming Management System (DCFMS). The assignment has the following specific objectives: The system will digitize the end-to-end contract farming lifecycle across web and mobile platforms (Android/iOS) to enhance supply chain transparency, regulatory oversight, and financial linkage for smallholder farmers and agricultural value chain actors. 3. Scope of the Service The Technology Provider will be responsible for the complete software development lifecycle, from analysis and design to deployment and handover. 4.
