Hiring ICT Specialist

REQUEST FOR EXPRESSIONS OF INTEREST Individual Consultant Selection Ethiopian Statistical Service (ESS) Reference No.: ET-ESS-574165-CS-INDV The Ethiopian Statistical Service (ESS) intends to recruit an ICT Specialist under the Modernizing Ethiopia's Statistical System Project (MESSP) Preparation Grant , financed by the World Bank. The ICT Specialist will provide technical leadership and support for the planning, implementation, coordination, and monitoring of ICT modernization and digital transformation activities under MESSP, including software development, enterprise data systems, interoperability solutions, application security, data integration, statistical dissemination platforms, and technology-enabled statistical operations. Duty Station: ESS Headquarters, Addis Ababa, Ethiopia. Reporting: The ICT Specialist will report to the Project Manager of MESSP and technically report to the CEO, Information Systems Technology and ICT Infrastructure of ESS. Contract Duration: Full-time assignment. The initial contract period shall be one (1) year, renewable annually based on satisfactory performance and project requirements. The consultant will support both the project preparation and implementation phases. Minimum Qualification Requirements Interested candidates should possess: Master's Degree in Computer Science, Information Systems, Information Technology, Software Engineering, Data Engineering, Cyber Security, or a related field. Minimum of eight (8) years of relevant professional experience in software systems development, application modernization, data engineering, enterprise information systems, or digital transformation initiatives. Demonstrated experience in large-scale software modernization projects, enterprise data platforms, systems integration, interoperability frameworks, API architecture, and secure data exchange solutions.
