Opportunity Overview The Department of the Army, representing the Capability Program Executive Command and Control Information Network (CPE C2IN), the Project Manager Command and Control Transport (PM C2T), and the Product Manager Tactical Communication Systems (PdM TCS), has issued a Call for Solutions (CfS) under Defense Federal Acquisition Regulation Supplement (DFARS) Part 212.70 to establish a 10-year enterprise acquisition framework for innovative tactical communication capabilities. This initiative seeks to secure a mix of single-award Indefinite Delivery, Indefinite Quantity (IDIQ) contracts and/or Other Transactions (OTs) to streamline the procurement, testing, fielding, and lifecycle sustainment of both legacy systems and emerging transport hardware and software. Focused on supporting Next Generation Command and Control (NGC2), the effort aims to deliver highly secure—National Security Agency (NSA) High Assurance certified or Sensitive but Unclassified - Encrypted (SBU-E) qualified—resilient, and interoperable communication systems. To counter future cryptographic threats, the framework is seeking capable vendors to provide a plan for incorporating Post-Quantum Cryptography (PQC) compliant algorithms and achieving National Institute of Standards and Technology (NIST) validation by 31 December 2030, ensuring robust data protection and mission command resilience in contested joint and coalition environments. 2.
