The Office of the Assistant Secretary of War for Energy, Installations, and Environment (OASW(EI&E)) is soliciting concepts, capabilities, and technical insights from the military construction (MILCON), materials science, and defense-industrial sectors. The focus areas can be found in the attachment below. The Department of War (DoW) is transitioning its installation framework to support active operational posture. The Department intends to move past traditional “pour-concrete-and-hope” hardening and pivot the paradigm to focus on minimizing target signature, absorbing kinetic energy dynamically, and maintaining mission-essential functions even during active degradation. The DoW intends to use these insights to actively shape near-term procurement and long-term modernization strategies. Specific
