The Government of Mozambique, through the Ministry of Finance (MF), with the support of the International Development Association (IDA) of the World Bank Group, is preparing the Program for Strengthening Governance and Citizen Service Delivery (MozProspera), an operation under the Program-for-Results (PforR) modality. The Ministry of Finance is the implementing agency. 2. As part of this initiative, the Government intends to apply a portion of the proceeds to the recruitment of consulting services provided by an individual consultant. The consulting services (“the Services”) will include, but are not limited to, the following activities as detailed in the Terms of Reference: Strategic technical advisory to the Minister of Finance; Diagnostic and support to the public debt management reform roadmap; Technical support to strengthen debt management and cash management practices; Strengthening South-South cooperation and knowledge sharing; Capacity building and knowledge transfer. 3. The selected consultant will be engaged under a time-based contract and remunerated at an all-inclusive daily fee rate for actual days worked and certified, whether performed remotely or in-country, up to a maximum of one hundred (100) working days. Reasonable travel and in-country subsistence expenses incurred in connection with missions to Maputo shall be reimbursed in accordance with the contract provisions.
