ET-MOUDI-572340-CS-CQS The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Urban Productive Safety Net and Jobs Project (UPSNJP), and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) aims to provide UPSNJP implementers, committees, and clients with a more accurate picture of how not only the KACs are functioning year-on-year but also to understand any linkages with the GoE’s wider system of grievances, such as the office of ombudsman, judiciary system, and public grievance hearing structures at woreda/kebele levels beyond the project structure. The objective of the assignment: The overall objective of the assessment is to is expected to identify and analyze functionality gaps in the GRM processes, and contributing factors for the identified gaps; and propose opportunities to strengthen the system and strategies to address the identified gaps. The estimated implementation period for the assignment is 3 months.
