The Government reserves the right to conduct interchanges with some, none, or all offerors, or make no award at all depending upon: An award if any, will be made LPTA. Receives a rating of “Acceptable” on the Technical Capability evaluation factor. 3. Contains the lowest evaluated price (TEP), provided that the TEP is not unbalanced and is fair and reasonable.
