Purpose and Objectives This Commercial Solutions Opening (CSO) is initiated under the Defense Commercial Solutions Offering Pilot Program. It allows for the competitive selection of innovative commercial items, technologies, and services. An award may result from a general CSO that identifies areas of mission or technical interest and includes a technical evaluation by subject matter experts. SAF/CDM seeks innovative commercial solutions or new capabilities that fulfill its requirements, close existing capability gaps, and/or offer technological advancements in meeting the Objectives and Focus Areas detailed in the CSO attachment. Submission Process This CSO follows a two-step process before any award. Step 1 White Paper Submission: Contractors may submit White Papers at any time during the Open Period. These should include a Cover Page, a Technical/Management section, and a Rough Order of Magnitude.
