REQUEST FOR EXPRESSIONS OF INTEREST (REOI) CONSULTANT’S QUALIFICATIONS-BASED SELECTION (CQS) Republic of Uzbekistan Clean Energy for Buildings in Uzbekistan (CEBU) Project IDA Credit No. 7172-UZ Assignment Title: Detailed Design Services for Energy Efficiency Measures, Structural Strengthening and Seismic Stability of Public Buildings in Namangan Region Reference No.: CEBU_DESIGN_NAM_CQS_3 The Republic of Uzbekistan has received financing from the World Bank toward the cost of the Clean Energy for Buildings in Uzbekistan (CEBU) Project and intends to apply part of the proceeds for consulting services. The consulting services include preparation of Detailed Energy Audits (DEA), Structural and Seismic Assessments (SSA), detailed design documentation, Bills of Quantities (BoQs), technical specifications, cost estimates, State Expertise support, and related services for selected public buildings in Namangan Region. The implementation period of the assignment is expected to be completed within five (5) months. The Project Implementation Unit (PIU) under the Ministry of Economy and Finance of the Republic of Uzbekistan now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they possess the required qualifications and relevant experience to perform the Services. The shortlisting and selection shall be carried out in accordance with the Consultant’s Qualifications-Based Selection (CQS) method set out in the World Bank Procurement Regulations for IPF Borrowers (November 2020, revised September 2025).
