3.2.1. Consulting Services for Strengthening Data Governance, Data Quality, Reporting Integrity, and Business Process Re-engineering

REQUEST FOR EXPRESSIONS OF INTEREST CONSULTANT'S QUALIFICATIONS BASED SELECTION (CQS) The Republic of Uzbekistan has received financing from the Global Partnership for Education (GPE) through the World Bank toward the cost of the Uzbekistan Education System Capacity Building Project and intends to apply part of the proceeds for the following consulting services. The consulting services ("the Services") include strengthening data governance, data quality, reporting integrity and business processes of the Ministry of Preschool and School Education (MoPSE) to support evidence-based decision-making, planning, budgeting, reporting and EMIS/ERP-related institutional improvements. The Services will be performed over eight (8) months on the basis of a lump-sum contract. The expected start of the Services is June 2026. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank's Procurement Regulations for IPF Borrowers, dated September 2023 ("the Regulations"), setting forth the World Bank's policy on conflict of interest.
