Portsmouth City Council
Portsmouth City Council (The Council) is seeking to procure an advertising solution associated with digital projection advertising at the "Sails of the South" (Tri Sail structure). The Council has a need to update existing non-digital advertising infrastructure and create digital advertising infrastructure on the M275. As a dynamic waterfront city at the heart of South Hampshire, Portsmouth attracts visitor numbers of in excess of 12.4 million per year. The Sails of the South are a prominent 43-metre gateway structure located on the M275 at the primary entrance to Portsea Island. Installed in 2001, the landmark reflects Portsmouth's maritime identity and forms a highly visible feature for vehicles entering the city. The location benefits from significant traffic flow, with approximately 31.4 million vehicle movements per year (c. 86,000 per day), providing a strong advertising proposition in a gateway location. Historically, the structure has supported projection-based advertising, generating income for the Council. However, the previous system is no longer operational, and PCC is now considering options to reintroduce a modern, flexible, and commercially viable digital advertising solution. PCC is considering the installation of a modern projection system comprising: Three high-powered mapping projectors (one per sail) Capability for multiple adverts to be displayed on rotation Remote content management, removing the need for on-site intervention Improved image quality and flexibility compared to previous systems Operation assumed dusk to dawn (approx. 8 hours per night). The system would ideally allow both static and potentially animated content (subject to safety considerations due to the highway setting). The sails provide a large-scale projection surface which functions as a "blank canvas", offering a unique city gateway advertising asset. However, design suitability and safety considerations (e.g. animation levels) will need to be factored into content. Option

The procurement will contract for commercially available off‑the‑shelf (COTS) mobile communication devices to be developed by successful suppliers to meet ESN technical, security and public safety requirements, in order to achieve ESN certification. Individual contracts will be awarded for each device selected. For the avoidance of doubt, if a Bidder is awarded multiple contracts, a separate contract will have to be signed for each individual device. The Authority intends to award contracts to suppliers in order to maximise choice and operational resilience. The maximum numbers of contracts to be awarded in each lot are as follows: Lot 1 – 5 Lot 2 – 2 Lot 3 – 2 Lot 4 - 4 The award of contracts is also subject to the following rules: 1. For Lots 1 and 4, the Authority will, as default, award only four and three contracts respectively. However, the Authority requires one or more dual mode devices (ESN plus Tetra DMO) in each lot in addition to devices solely for use on the ESN. If the leading four bids making up the target number of contracts by Most Advantageous Tender (MAT) score do not include a bid for a dual mode device, the Authority may award a fifth contract to a supplier offering a dual mode device based on the highest MAT score for that device. 2. Where a Bidder is relying on a sub-contractor to fulfil its contractual obligations and more than one bid is submitted based on the same device and/or sub-contractor under these conditions, the Authority reserves the right to award a contract only to the Bidder achieving the highest MAT score. If this rule is invoked by the Authority and the MAT rankings of the relevant bidders under the rule are above that of the lowest ranking Bidder awarded a contract, the Authority reserves the right to award a contract to the Bidder or Bidders with the highest MAT ranking or rankings immediately below that of the lowest ranking successful bidder. The Ministry of Defence (MOD) relies on a diverse and often legacy set of physical security technologies—including access control systems, CCTV, intrusion detection, and perimeter security solutions—to protect personnel, infrastructure, and sensitive assets across a wide and geographically dispersed estate. The current technology landscape is fragmented, with a variety of systems installed over time without consistent standards, interoperability, or integration. This fragmentation creates several critical issues: • Limited interoperability and integration: Existing systems typically operate in isolation, preventing real-time data sharing and a unified operational view of security across sites. This reduces situational awareness and slows decision-making during incidents. • Reliance on legacy infrastructure: Many systems are outdated, difficult to maintain or upgrade, increasing operational risk and lifecycle costs while reducing resilience against evolving threats. • Inconsistent capability across the estate: Variation in technology deployment results in uneven levels of protection • Inefficient use of personnel: Limited automation and integration places significant reliance on workforce-intensive processes, reducing efficiency and increasing the burden on already stretched security personnel. • Data underutilisation: Security data is collected but not effectively aggregated or analysed, limiting the MOD’s ability to derive insights, predict threats, and optimise resource allocation. As threats become more complex, hybrid, and technologically advanced, the current physical security technology solution is not adequately positioned to deliver a coherent, scalable, and future-ready defence posture.
