Essex County Council is seeking a provider to deliver Vehicle Leasing and Fleet Management Services. The contract will include the provision and management of long-term leased vehicles, short-term hire vehicles and specialist vehicles to support operational service delivery across the Council. Vehicle requirements are expected to include, but are not limited to: Cars, vans and light commercial vehicles; 4x4 vehicles and pick-up trucks; People carriers and minibuses; Specialist and adapted vehicles, including wheelchair-accessible vehicles and other bespoke vehicle requirements; Vehicle conversions and modification services, where required. The South-West Police Procurement Service ("SWPPS") is currently undertaking preliminary market engagement and considering route to market options for a future procurement process for the conversion of police vehicles for Avon and Somerset Constabulary. The procurement will consist of the conversion of up to 40 police vehicles (although no commitment is made at this stage), including: 1. Roads policing vehicles 2. Surveillance vehicles 3. Armed response vehicles 4. Protected personnel carriers 5. Dog vehicles 6. Cell vans We are seeking engagement from suppliers with experience in the conversion of specialist emergency service vehicles, particularly police vehicles, and who can demonstrate the technical capability, capacity and expertise necessary to support this requirement. Responses from all interested suppliers are welcomed. The purpose of the preliminary market engagement, prior to undertaking any future procurement process, is to seek input from the market to inform our requirements, help develop our specification for the services, and identify the most appropriate route to market.
Micromobility Service – Cambridge E-Scooter Trial and E-bike Service

The Authority is seeking to award a Contract to a single supplier for the following requirements: • To provide the micromobility service in Cambridge and some of the immediately adjoining settlements, and potentially in the wider Combined Authority area • For 18 Months • Option to extend up to 3.5 years The Contract to be awarded is a concession contract. The Concessionaire will be responsible for the provision, operation, and management of the micromobility service and will assume operational and demand risk associated with the service. The Authority will not guarantee any level of demand, revenue, or usage; will not provide revenue support or financial subsidy. The Concessionaire will generate revenue directly from users and bear the risk of underperformance. The initial Contract will be for a period of 18 Months and will include an option for the Contract to be extend by up to a further, 3 and a half years making a total, maximum duration of 5 years. The contract includes the following key requirements/provisions: • Micromobility service operations • Payment considerations • TUPE • Novation/ Warranties • GDPR requirements • Insurance Requirements The successful Supplier will be appointed based on their expertise, resource and approach to delivering the project and as such the Quality Questions within Document C will become contractual obligations. The framework comprises of the purchase and maintenance of Road Traffic Cameras (Speed, Red Light and Average Speed) along with the remedial maintenance and purchase of non-operational camera housing across the West Yorkshire region. Kirklees Council is part of the West Yorkshire Safety Camera Partnership comprising West Yorkshire Police, West Yorkshire Magistrates Court Service, Highways England and 5 local authorities (Bradford, Calderdale, Leeds and Wakefield are the other 4). The framework will consist of 5 Lots: Lot 1 - Purchase and Maintenance of Speed Cameras Lot 2 - Purchase and Maintenance of Average Speed Cameras Lot 3 - Purchase and Maintenance of Red Light Cameras Lot 4 - Purchase and Maintenance of Combined Red Light and Speed Cameras Lot 5 - Remedial Maintenance Lots 1-4 will include a call-off mechanism for purchasing both individual cameras and multiple units. The successful supplier will also be responsible for maintaining each camera for up to 10 years. All cameras must include a 12-month warranty, with additional maintenance packages available for years 2-5 and 6-10. Lot 5 will include safety inspections, painting, damage repair and removal of all older cameras in the West Yorkshire area.

DMNH 042 - LEVI Electric Vehicle Charging Infrastructure

Overview The purpose of this notice is to inform potential service providers of Shropshire Council’s intention to bring to market its Local Electric Vehicle Infrastructure (LEVI) fund procurement opportunity to deliver additional electric vehicle charging infrastructure (EVCI) in Shropshire. The LEVI funding allows large scale deployment of EVCI by the private sector, under contract to Councils, specifically targeting delivery of an equitable charging network. Forecasts indicate that by 2050, EV adoption will be significant, with an estimated 90% of cars being electric (EVs) across both rural and urban areas. The aim of the Government’s LEVI Fund is to get ahead of this demand, ensuring that access to EVCI is not a blocker to the EV transition, particularly for residents who are unable to charge at home. The Council’s intention is to appoint a service provider (or consortia) to supply, install, connect and operate the EVCI. The Council will utilise LEVI funds to de-risk delivery for the private sector service provider and support the installation of EVCI to meet the level of demand anticipated for 2035. This is an initial market testing exercise to aid the Council in gathering information. It is not an invitation to tender or request formal expressions of interest. A procurement exercise is expected at a future point in 2026, with a view to a service provider being appointed in early 2027 and the first charge points being operational before the end of 2027. It is expected that there will be a 28-week competitive flexible procedure comprising a 4-week premarket engagement phase, a two-stage competition (PSQ and ITT), post tender dialogue , BAFO, final evaluation and moderation , standstill and contract award Background to Charging Infrastructure and LEVI in Shropshire As of October 2025, there were a total of 546 devices across Shropshire, some of which have been delivered under contract to the Council. The West of England Combined Authority (the“Authority”) has obtained Local Electric Vehicle Infrastructure (“LEVI”) grant funding from the Department for Transport Office for Zero Emission Vehicles (“OZEV”) which supports local authorities in England to plan and deliver charging infrastructure for residents without off-street parking. The LEVI fund has two main objectives: (1) to deliver a step-change in the deployment of local, primarily low power, on-street charging infrastructure across England; and (2) accelerate the commercialisation of, and investment in, the local charging infrastructure sector. As such, the Authority is seeking to procure the Services on behalf of the unitary authorities North Somerset Council (“NSC”) and Bath and North East Somerset Council (“B&NES”) (the “UAs”) across the UAs’ geographic areas . The Services will include (but are not limited to) provision of hardware equipment and installation, software, and associated services, to support the implementation of a regional network providing equity of provision, mainly to residents, while also supporting business and visitors (as further detailed in the Specification).
