The City of Edinburgh Council (the Council) would like to engage with the market to identify experienced potential providers with a local presence to deliver a Community Harm Reduction and Recovery Initiation Services – via local hubs throughout the City. This Service supports people over the age of 18 who encounter problems as a result of substance use or who are in recovery from substance use. The Service facilitates initiation of recovery and provides help to manage community harm related to the use of drugs and alcohol across the city. CPC intends to put a DPS in place with multiple suppliers for the supply of Student Transport Services. A “Student Transport Service” is any form of transport relating to student in an educational environment, and the following are examples of what Student Transport might constitute: - • Scheduled Bus services from point A to B with pickups on route. • Organised coach trips to points of interest and education visits. Any resulting DPS agreement resulting from this exercise will be available to Further Education Institutions, Universities, Sixth Forms, Academies, Schools, Museums and other similar organisations who are CPC Members (https://www.thecpc.ac.uk/members/regions.php) and all CPC future members (https://www.gov.uk/guidance/get-information-about-schools). Site management will be required across multiple allotment sites in the Worthing Borough area, including but not limited to: Chesswood Farm Allotments Dominion Road Allotments George V Allotments Haynes Road Allotments Hillbarn Lane Allotments St Andrew's Road Allotments West Tarring Allotments The successful service provider will be expected to collect all rents and manage day-to-day operations utilising funds from the rent account, when required. Sudan Stability Programme (SSP)
The Foreign, Commonwealth and Development Office (FCDO) are exploring the option to procure a delivery partner/consortium who can lead our work on civil society and protection of civilians in Sudan for The Sudan Stability Programme (SSP). The SSP is a new programme following on from the Sudan Stability and Growth Programme (SSGP), which aims to continue and deepen the UK’s conflict resolution and mitigation work previously delivered. With no permanent UK presence in Sudan and a rapidly evolving conflict environment, the SSP will support local civil society, strengthen civilian protection, and reinforce national and regional diplomatic efforts. Building the conditions for a national-level dialogue with engagement from civil actors. The SSP’s key objectives are to: • Support grassroots civil society groups and local conflict management as means to promote social cohesion and mitigate protection risks. • Strengthening local governance institutions and promoting inclusivity, particularly considering women and other marginalised groups. • Countering misinformation, disinformation and hate speech • Producing continual conflict and political analysis that informs programmatic interventions and a broader Thinking and Working Politically approach that supports diplomatic efforts. The SSP is expected to have an overall value of up to £39 million over five years, with this specific contractual component expected to receive approximately £30 million (£6 million annually). Subject to internal approval and funding confirmation, programme delivery is expected to begin in FY 2027.

Procurement of a master developer partner for the delivery of the Smedley's Hydro Project.
The Council is seeking to procure a Development Partner for the redevelopment of County Hall and the associated grounds, prior to the Council's occupation known as Smedley's Hydropathic Establishment. The project proposes the conversion of the c.16,750sqm listed South Block of the current Matlock County Hall into a flagship hotel, with events, and potential conference and leisure facilities. The project also includes delivery of a new cost effective, flexible office building, along with a refurbished space in the Co-op Building on Smedley Street for the Council to occupy in order to retain a presence on site. The project will be further supported by delivery of new build enabling residential development and the provision of co-working space for local businesses, alongside other supporting and complementary uses. Applications for outline planning and listed building consents envisage delivery of up to 100 hotel beds, up to 5,000sqm new civic office building, up to 95 new homes, plus workspace and events/leisure space. The project aims to deliver major economic impact on the town of Matlock and beyond, secure the ongoing presence for the Council, restoration and maximising the value of heritage assets, and a significant boost to the local tourism and visitor economy. The Council is seeking to appoint a single Development Partner with responsibility for the delivery of the whole project. That partner may deliver all aspects of the project directly or introduce sub-developers and sub-contractors to deliver some parts, though retaining overall strategic oversight of the whole. It should be noted that the 'total value (estimated)' stated below in this notice is the estimated construction value of the site including the development of the co-working space which will be retained by the Council.
