Please note: THIS IS NOT A CALL FOR COMPETITION Background Under recent changes to planning legislation, Worcestershire County Council (WCC) has a responsibility to prepare a Minerals and Waste Plan. We are currently considering how to prioritise the use of internal and external resources to achieve challenging timescales for plan preparation and we may seek to procure professional services to support this. Existing plans The Waste Core Strategy was adopted in 2012 and is likely to need a comprehensive update. Officers have started work on the evidence base and WCC consulted on an early draft of the Waste Needs Assessment in Spring 2026 to inform this process. The extant Waste Core Strategy does not contain site allocations. The Minerals Local Plan was adopted in July 2022. Officers anticipate that much of the strategic direction may remain, however changes will be required to reflect any changes in national and local policy since the plan was adopted. The extant Minerals Local Plan designated “areas of search” but no “specific site” or “preferred area” allocations. Commencing plan preparation under the new system Due to the different ages of the Waste Core Strategy and Minerals Local Plan, different dates apply by which a “notice of intention to commence minerals and waste plan document preparation” under Regulation 44 must be given, and by which Gateway 1 “self-assessment of readiness for minerals and waste plan document preparation” must be published under Regulation 46 to formally commence the 30-month plan preparation timescale: • For waste: o Notice of intention to commence must be given by 31st December 2026 at the latest, o Self-assessment summary (Gateway 1) published by 30th April 2027 at the latest. • For minerals: o Notice of intention to commence must be given by 14th March 2027 at the latest, o Self-assessment summary (Gateway 1) published by 14th July 2027 at the latest. The Agri-Food and Biosciences Institute (AFBI) (Buyer) have a requirement for the provision of a Comprehensive Radiological Monitoring Survey and Report (Contract). AFBI is a leading provider of scientific research and services to government, non-governmental organisations and commercial organisations. AFBI is sponsored by its key stakeholder, the Department of Agriculture, Environment and Rural Affairs (DAERA). AFBI has historically provided the radiological monitoring and emergency response service for DAERA, but DAERA has confirmed that they will no longer require this capability from AFBI. DAERA have also determined that much of the equipment used by AFBI for this service has reached end of life and would cost significant sums to replace. Therefore, the decommissioning of AFBI’s defunct facilities is now required. AFBI wish to commence the decommissioning of these facilities in a prompt and controlled manner, ensuring that any radiological contamination is appropriately identified, assessed and managed. To address this, AFBI will engage external Suppliers to undertake a planned three-stage decommissioning process of the defunct facilities. Willingham Multi Use Games Area Project

In 2009 initial plans for a Multi-Use Games Area (MUGA) on Willingham recreation ground were drawn up by the Willingham Sports Council but shortly afterwards the Sports Council was disbanded and the plans shelved. When ring-fenced S106 money for public open spaces from the new developments became available, the Parish Council agreed that resurrecting the MUGA plans was a priority. The aim would be to provide a fenced all-weather surface with floodlights to allow year-round use. Following a public consultation in 2019 and various designs, surveys and planning applications since, the final agreed proposal was for the construction of a tennis and netball court with floodlighting together with a flood plain compensation scheme. This development is financed through the use of Section 106 contributions from recently developed new housing developments within the Willingham Parish. The use of this finance is consistent with the requirements for spending section 106 contributions towards the development and use of Public Open Space, which meets strategic local need for more floodlight training pitches for use all year round across the District and as defined in the Cambridge and South Cambridgeshire Playing Pitch Strategy 2015-2031 for South Cambridgeshire and Cambridge City adopted in June 2016 which aims to provide a strategy which addresses the needs of the community and ensure that the right facilities are available to support the various sports played int the area. Planning Application Reference: 26/00382/FUL Planning Permission has been granted with reference to the above application number, with all associated documents provided on the Greater Cambridge Planning Portal. However, the key appendices have been included within the tender pack, which does form some conditions that the Principal Contractor will be responsible for submitting for approval prior to any Works commencing. We provide a range of critical central services to NHS organisations (our ‘clients’), NHS contractors, health bodies, patients and the public (our ‘customers’) One such central service to the NHS is the in house Scanning Service and Digital Print Suite. The RFI will be split into two Lots as we understand that market operators may have specialisms within one or both service areas thereby providing the greatest opportunity to gather market information on both services. Lot 1 will detail the Digital Print Suite: The NHSBSA currently operates a digital print suite which produces over 4.4million letters per year (data taken from April 2025 – March 2026). The letters are on behalf of internal BSA services such as: Prescription Exemption Checking Service (PECS); Dental Exemption Checking Service (DECS); Prepayment Certificate (PPC); Low Income Scheme (LIS); Dental Services; Medical Exemptions (MEDEX), NHS Pensions, NHSBSA Finance, Direct Payments to Contractors (DPC); Prescription Services; Adult Social Care; Healthy Start; Ophthalmic; EIBBS and; Various print requirements for NHS Counter Fraud Authority who are an external organisation to the NHSBSA Of this total, 2.5 million letters were generated for PECS and DECS, with associated enveloping, and postal costs. The letters are all A4, printed double sided and in general are black/white printed – occasionally a colour print is required. They are collected unsorted by Royal Mail and Whistl from site daily – going out 2nd class A3 envelopes. On occasion some letters may need to go 1st class or traceable. BHC is seeking to enter into a contract with a suitably qualified and experienced supplier for the provision of port waste management services. BHC is seeking to appoint a supplier to provide port waste management services to facilitate the landing of waste from all vessels, excluding scheduled ferry services and other exempted vessels arriving at Belfast Harbour. The service provided shall include the provision of waste receptacles to facilitate the landing and segregation of waste from commercial vessels including cruise ships arriving at any quays and wharves operated by BHC and from leisure vessels visiting Belfast Marina. The service shall include the provision of appropriate waste receptacles on quays, segregations of waste streams, supervision of waste and recycling activities on site, the provision of appropriate waste transfer notes and receipts, transfer of waste to licensed recycling and final disposal sites and the maintenance of associated records in accordance with the Port Waste Management Plan and prevailing legislation. Currently the services consist of the collection, transfer, storage and re-use, recycling or disposal of all solid waste produced by vessels calling at Belfast Harbour. The current service is based on the provision of up to 28 covered and lockable skips for special (Category 1 international catering/galley waste), up to 28 skips for ship (non-galley) and up to 7 roll on roll off containers for cargo generated waste located in accordance with the Port's Waste Management Plan, the current draft of which is attached at Appendix 3 of the PQQ. Current facilities for Belfast Harbour Marina consist of 8 x 240L waste receptacles located at the service areas on the pontoon located in Abercorn Marina adjacent to the Odyssey Arena. All waste receptacles are required to be marked and colour coded.
