Oxfordshire County Council (OCC) is committed to ensuring representation of adult and child victim-survivors of domestic abuse, including all people with protected characteristics who have lived experience of domestic abuse (DA), are reflected throughout the partnership, strategy, commissioning, and delivery of services. This is a requirement for Councils included in Domestic Abuse Act 2021 Domestic Abuse Act 2021 (legislation.gov.uk) Since 2022, Oxfordshire has commissioned a Lived Experience Advisory Co-ordinator to establish a group of adult victim-survivors (LEAG) to participate in the operation of the Domestic Abuse Strategic Board (and subgroups). They have also participated in the design and delivery of OCC consultations and commissioning arrangements to co-produce the overarching Oxfordshire Domestic Abuse Strategy and Safe Accommodation Strategy. This new contract will provide resource to increase this engagement and ensure inclusion of representatives from children and young people affected by domestic abuse who are regarded as victim survivors within the Domestic Abuse Act legislation.

Pre-Market Engagement for Home Office Quality Assurance & Testing (QAT) Contracts

The UK Home Office (referred to hereafter as the Authority) is inviting prospective bidders to take part in a series of pre-market engagement activities for the Authority s planned QAT procurements. The Authority currently has a number of contracts for QAT capability, aligned to portfolios across the Home Office. The future commercial strategy is to consolidate these services into two core testing capability contracts by Autumn 2027. The exact scope, duration and values of the new contracts is still to be confirmed, however the current expectation is that each contract will have a minimum term of 3-years, with a maximum spend of £150m (including any extensions). The intention is to compete these contracts via the GCA Dynamic Purchasing System, RM6148, however the pre-market engagement is open to all suppliers. Before any tender activity is launched, the Authority wishes to invite feedback from prospective bidders on the proposed strategy and gather information that will help it to refine its procurement and contracting approach further. The estimated annual volume of product is 6,200,000 litres - Product Specification: Gas Oil to BS EN590 Diesel for use in UK Railway vehicles. Dyed for off road purposes. LNER is a long distance passenger train operator providing intercity services on the East Coast Main Line, connecting London King's Cross with destinations across Yorkshire, the North East and Scotland. LNER has been publicly owned and operated by the Department for Transport's Operator of Last Resort since 24th June 2018 and is a wholly owned subsidiary of DfT Operator Limited (DfTO). LNER operates within a public sector governance framework and works closely with its suppliers to deliver safe, reliable and value for money rail services. DFTO is committed to working closely with all aspects of the rail industry to ensure the continued provision of critical passenger rail services. FPA Consulting Limited (hereinafter referenced as FPA) has been employed by LNER to act as procurement consultant and advisor to LNER for this procurement. In the event of a contract award, the successful Bidder will enter into direct contract with LNER and not FPA.
