This is not a traditional or rigid security contract. The service is intended to support vulnerable residents within accommodation settings, with officers working alongside support staff to promote safety, wellbeing and stability. The service must be delivered in a psychologically informed and trauma-informed way, with an emphasis on building positive relationships and responding to residents with empathy, respect and an understanding of their individual needs. East Riding of Yorkshire Council will be holding a Market Engagement event to commission home care, reablement, and associated services from April 2027. This will replace and redesign existing arrangements to ensure a sustainable, high-quality and outcome-focused system of care. East Riding of Yorkshire Council has a statutory duty, under the Care Act 2014, to provide home care services for residents with assessed eligible needs, in order to enable them to remain safe and independent in their own homes for longer, reducing or delaying the need for more formal health and social care services. This procurement is required to ensure the Council can continue to meet these statutory responsibilities while addressing increasing demand, market pressures and system inefficiencies. The procurement will establish a contract for the delivery of home care services, reablement, recovery-focused support, hospital discharge, crisis response services, and care delivery within extra care housing schemes. The aim is to deliver a sustainable and high-performing local home care market while improving the timeliness of access to care, including support for hospital discharge. A key objective is to move away from traditional time-and-task care models towards a more outcomes-based approach. The Council also intends to strengthen integration between health, social care, and community services, and to reduce reliance on long-term care through more effective use of reablement. In addition, the procurement will enhance provider accountability, quality, and performance management, while ensuring value for money and overall financial sustainability. London North Eastern Railway Limited (hereinafter LNER) is running this procurement for bulk fuel supplies for its Clayhills Depot in Aberdeen, which supports LNER's operational and engineering activities in the North of Scotland, under the competitive flexible procedure pursuant to sections 19 and 20 of the Procurement Act 2023. The estimated annual volume of product is 6,200,000 litres - Product Specification: Gas Oil to BS EN590 Diesel for use in UK Railway vehicles. Dyed for off road purposes. LNER is a long distance passenger train operator providing intercity services on the East Coast Main Line, connecting London King's Cross with destinations across Yorkshire, the North East and Scotland. LNER has been publicly owned and operated by the Department for Transport's Operator of Last Resort since 24th June 2018 and is a wholly owned subsidiary of DfT Operator Limited (DfTO). LNER operates within a public sector governance framework and works closely with its suppliers to deliver safe, reliable and value for money rail services. DFTO is committed to working closely with all aspects of the rail industry to ensure the continued provision of critical passenger rail services. FPA Consulting Limited (hereinafter referenced as FPA) has been employed by LNER to act as procurement consultant and advisor to LNER for this procurement. In the event of a contract award, the successful Bidder will enter into direct contract with LNER and not FPA. The University of Birmingham ("the University") requires a Contractor to design, supply and install four immersive teaching and simulation rooms for the purposes of healthcare education. The works will take place within the University's Birmingham Health Innovation Campus. The Contractor shall be responsible for (a) Systems Design (b) Project Management/Installation of Equipment (c) Programming/commissioning of equipment (d) Account management (e) Planned preventative maintenance and reactive maintenance and (f) Ongoing content development. The following technical requirements have been scoped: 1) High-fidelity projection or LED screens (with 270° to 360° capability and room-specific mapping and calibration to align accurately with physical features); 2) Separate audio, video, and control systems for each room (to enable independent operability to run concurrent or isolated simulations) 3) Multisensory effect management such as directional audio and programmable lighting, with scent systems recommended. 4) Solution to include pre-built UK-aligned healthcare scenarios and no-code authoring tools (to support environmental distractions, time-critical events, branching logic, team coordination, and real-time instructor interventions). 5) Library of pre-built environments and clinically accurate scenarios; both clinical (e.g., hospital wards, emergency departments) and non-clinical (e.g., home settings, public spaces) which are realistically represented to influence learner decision-making 6) Gamification and escape room collaborative learning features are required 7) Integration with pre-existing mannequin, AV, and learning management system networks. 8) Full compliance with accessibility standards (WCAG 2.2 AA), GMC and NMC education standards, GDPR, security protocols, and University non-functional requirements Timescales: A full handover of the facility (following testing and user training) will be required in time for the commencement of the 2027/28 academic year.

The allocation is approximately £3,700,000 over the full duration of contract. The Framework is for a period of 1 year with the option to extend for 12 months. All of the supported accommodation sites are across Cardiff, including single and family accommodation, managed properties and a specialist young person’s model. This is not a traditional or rigid security contract. The service is intended to support vulnerable residents within accommodation settings, with officers working alongside support staff to promote safety, wellbeing and stability. The service must be delivered in a psychologically informed and trauma-informed way, with an emphasis on building positive relationships and responding to residents with empathy, respect and an understanding of their individual needs. The Contracting Authority does envisage that the employees working on the current service shall transfer to the successful Tenderer or its subcontractors, under the Transfer of Undertakings (Protection of Employment) Regulations 2006 (SI 2006/246) ("TUPE").
