Clean Vehicle Retrofit Accreditation Scheme

The CVRAS (Clean Vehicle Retrofit Accreditation Scheme) supports the reduction of air pollutant emissions from older and more polluting diesel vehicles during the transition to a zero-emission fleet. The scheme was launched in 2017 and funded by Government to accredit retrofit technologies that could reduce levels of nitrogen oxides (NOX) emissions from buses to close to Euro VI levels. The Department for Transport has a requirement for an outsourced service to provide an accreditation scheme. This comprises monitoring performance of the CVRAS bus fleet, improving compliance including telematics reporting, engaging bus operators and Local Authorities on bus fleet maintenance and supporting accurate functioning of Clean Air Zone charging.

Fleet vehicle types include: • Cars • Vans • HGVs / specialist vehicles Current challenges include: • Limited visibility of fleet performance • Manual processes • Compliance tracking (MOT, servicing, driver checks) • Fuel and maintenance cost management As well as high level of availability and scalability, WCBC’s preference is for a Cloud-based (SaaS) solution that requires browser-based access without a requirement for local installs. The current Hampshire Disabilities Day Opportunities Model (HDDOM) was developed by Hampshire County Council to address growing and evolving needs in adult social care, particularly for people with disabilities and adults who required structured daytime support. It was also developed to better safeguard, contract manage and review finances. The service has entered its final extension period and is required to be retendered to ensure Hampshire may meet the needs of its eligible residents. The new framework will be an evolution from HDDOM and will be named Hampshire Day Opportunities Framework (HDOF) and will be aligned with the Care Act 2014, aiming to meet eligible care needs by offering meaningful daytime activities that promote wellbeing, independence, and social inclusion. HDOF will be designed to provide daytime activities and support for adults with learning disabilities, physical disabilities, older adults and people with mental health needs. The model includes: • Traditional day care centres • Vocational training • Community-based services • Specialist services for complex needs The need for these service exists because of the following factors: Support for Independent Living: • Offers structured environments that promote independence, skill-building, and social engagement. • Some individuals with disabilities or age-related conditions cannot safely remain at home alone during the day. Carer Respite: • Provides respite for family carers, especially older carers or those who need to work during the day Preventative Care: • By offering meaningful daytime activities, it will help to prevent deterioration in mental and physical health, reducing the need for more intensive interventions later. • Users report high satisfaction, with many describing the services as enjoyable and beneficial to their wellbeing. • The service also aims to support the Public Health agenda through a range of educational and occupational activity.

A key requirement is the provision of multiple data outputs, including an initial full dataset, monthly updates capturing changes and new entries, quarterly analytical reports, and historical datasets extending as far back as possible. The supplier must also provide API access to enable continuous data updates and integration with the Authority's systems, alongside supporting documentation such as a detailed data glossary and metadata definitions. Additionally, the supplier must support ad hoc analytical queries to meet urgent policy or ministerial needs. Suppliers must ensure that all data provided is accurate, validated, and fit for purpose, with clearly documented methodologies and consistent application of definitions. This fragmentation creates several critical issues: • Limited interoperability and integration: Existing systems typically operate in isolation, preventing real-time data sharing and a unified operational view of security across sites. This reduces situational awareness and slows decision-making during incidents. • Reliance on legacy infrastructure: Many systems are outdated, difficult to maintain or upgrade, increasing operational risk and lifecycle costs while reducing resilience against evolving threats. • Inconsistent capability across the estate: Variation in technology deployment results in uneven levels of protection • Inefficient use of personnel: Limited automation and integration places significant reliance on workforce-intensive processes, reducing efficiency and increasing the burden on already stretched security personnel. • Data underutilisation: Security data is collected but not effectively aggregated or analysed, limiting the MOD’s ability to derive insights, predict threats, and optimise resource allocation. Multiple Disadvantage and Housing Support Alliance

The Multiple Disadvantage and Housing Support Service, will work in a streamlined and holistic manner across the area of Sheffield. It will provide holistic and multi-faceted floating support to people who experience multiple disadvantage – officially defined as a co-morbidity of homelessness/housing insecurity, mental health needs, substance use, involvement with the criminal justice system and domestic abuse – often further compounded by additional factors such as trauma, poverty, discrimination and stigma. The integrated service will aim to prevent and tackle multiple disadvantage, whilst recognising the intersectionality and compounding impact of the areas of need outlined above. The service will build on local learning from the Changing Futures programme and aligns with the city’s strategy Coordination from Complexity (2025–2030), consultation findings, and the Alliance Commissioning Vision.
