Commissioning in Practice - Applied Action Learning (named in previous notices as Strategic Commissioning Framework – Development Programme)

Following widespread engagement with ICBs, national and regional teams, and external stakeholders, in November 2025 the NHS Strategic Commissioning Framework was published and in February 2026 the NHSE Executive approved the establishment of a two-year funded programme of development support to strengthen commissioning capability in line with the Framework. The purpose of this procurement is to secure a supplier who can deliver 'Commissioning in Practice - Applied Action Learning' This will be a structured action learning programme and on the ground support with circa 100 participants from every ICB with local system partners as well as places for commissioners employed currently by NHSE taking teams on a journey towards commissioning differently for population health. There will also be opportunities for all members of the ICB and wider system to take part in peer learning and at scale masterclasses, scale webinars and e-learning. These will cover the whole commissioning cycle and enablers as outlined in the NHS Strategic Commissioning Framework including understanding and quantifying need (qualitative and quantitative), developing strategy, setting outcomes, market assessment and development, capitated payment models, contract management and evaluation. Due to the nature of the different skills that will be required to deliver this programme NHS England are encouraging consortium bids.

THE PROVISION OF BIOMEDICAL SCIENCE ACADEMIC PROGRAMME FOR THE MILITARY BIOMEDICAL SCIENTIST TRAINING PATHWAY

The successful Service Provider shall provide an Institute of Biomedical Science (IBMS) accredited BSc (Hons) in Biomedical Science/Healthcare Science programme and top-up modules. Clinical modules are to include Clinical Haematology, Clinical Biochemistry, Blood Transfusion and Clinical Microbiology. The Service Provider shall provide an academic programme for up to 6 new full-time student entrants per annum plus top-up modules, for additional partially qualified students, as assessed by the IBMS.

Bidders must have had recent experience as a Chief Executive of a council with statutory responsibility for delivering children’s services. Torbay & South Devon NHS Foundation Trust (TSDFT) requires a mobile X-ray service to support alternative pathways of care that reduce demand on the emergency department (ED), reduces ambulance conveyance and subsequent admission for patients who fall (in their usual place of residence) and are at risk of fracture in line or, require X-ray to support out-of-hospital teams to keep people at home, where clinically safe to do so. The Service aims to support Torbay’s role in delivering neighbourhood health by enabling rapid community diagnostics as part of integrated neighbourhood pathways and the wider One Devon Falls and Frailty improvement approach. The Service will provide mobile x-ray acquisition and reporting, supporting radiographer deployment to suitable patients in the community, collaborating with relevant Trust and system services. This includes working with Torbay’s neighbourhood health arrangements (including integrated neighbourhood teams and the Harbour model where applicable) so that community diagnostics are consistently “wired into” falls and frailty pathways and contribute to admission avoidance, safe discharge and recovery at home.

CCS set up a Dynamic Purchasing System (DPS) for an initial period of 48 months with the extension option of 24 months. A further extension has been agreed and will be utilised and the end date of this DPS will now be 27/10/2028. The contract value of the RM6219 Learning and Training Services DPS has been uplifted by 50% (from £300m to £450m), enacted in November 2024. There has been a further uplift from £450m to £850m enacted in June 2026. This DPS was procured under the Light Touch Regime (LTR), and will subject to limited regulations, in accordance with Regulations 74-76 PCR2015. The Hampshire Public Health Strategy 2023-2026 aims to reduce the number of residents harmed by drugs and alcohol by providing high quality prevention, treatment and recovery services. In Hampshire, there are an estimated 2,100 people who use opiates and/or crack, and around 9,000 people who are alcohol‑dependent and not currently in treatment. In addition, over 5,000 people are engaged in drug and alcohol treatment and continue to experience significant vulnerability. People with drug and alcohol needs, whether they are accessing support or not, are among our most vulnerable residents. Substance use can have a profound impact on health, families and local communities. Individuals are often marginalised and stigmatised by communities, services and employers, and this stigma creates additional barriers to seeking help, sustaining recovery, improving quality of life and participating fully in community life. A priority for the Hampshire Strategic Drug and Alcohol Partnership (HSDAP), led by Hampshire County Council Public Health, is to reduce stigma and strengthen local systems so people can seek help early, recover, and participate fully in community life. Engagement and co-production with people with lived experience of drug and/or alcohol dependency is central to this programme of work. In 2025 Hampshire County Council undertook a literature review to identify evidence-based interventions to address drug and alcohol related stigma. This review indicated there is significant potential to reduce stigma through facilitating contact and connections with people with lived experience. There is also growing evidence on the effectiveness of peer support programmes in the community to enable longer term recovery. Hampshire County Council have an established Recovery Ambassador programme to develop recovery communities in Havant, Gosport and Fareham districts.
