The Multistakeholder Forestry Programme (MFP) is a long-term bilateral cooperation between Indonesia and the UK (since 2000) aimed at strengthening forest governance, tackling illegal logging, and improving livelihoods. Now in Phase 5 (launched 2026), it promotes sustainable management, timber legality (SVLK), and community-based forestry to support Indonesia's FOLU Net Sink 2030 target. Through this Two-Stage Open Tender process, the Multistakeholder Forestry Programme Phase 5 (MFP5) seeks to find a qualified technology service provider for the development of an integrated and reliable Forest Data Governance System. The initiative aims to improve data integration, consistency, and accessibility across existing systems, and to support analysis, monitoring, and decision-making through a comprehensive dashboard reflecting key forest management processes. The budget for this work is estimated to be in the range of IDR 2.750.000.000 to IDR 3.500.000.000. Each landfill site has above ground assets consisting of monitoring boreholes, leachate & gas extraction wells and other plant and equipment which need to be managed, maintained, and monitored. The size of the sites ranges from 0.8 to 13 hectares and predominantly consists of rough grassland bordered by hedges, trees and bramble scrub. The Council has identified a requirement for Grounds Maintenance Service to include. A Routine work 1. Strimming around monitoring points and other assets 2. Mowing large areas of rough pasture 3. Mowing paths through the rough pasture 4. Strimming leachate treatment compound including small reed bed 5. Strimming back of areas of brush/bramble B. Ad-hoc work (examples but not limited to the below) 6. Repair or replacement of metal or timber fencing 7. Repair or replacement of metal or timber gates 8. Repair, replacement, or installation of timber stiles 9. Laying of small areas of hardcore/quarry scalpings surfacing 10. Small concrete repairs/re-setting of manhole covers 11. Litter picking and collection & disposal of fly-tipped rubbish 12. Tree surgery, cutting back of woody shrubs, hedges, and tree branches along internal perimeter fencing 13. Installing signage. Frequency of the routine work will be mostly weather dependant but is predicted, based on previous years that each site will need to be visited for routine maintenance at least twice during the months between late spring and early autumn, excluding Farthinghoe which is at the councils request. To give an indication, in recent year's routine visits have been undertaken in May and August, to coincide with the quarterly environmental monitoring undertaken in June and September. Many of these groups have been supported over the last two years by the Community Energy Fund, managed by the North West Net Zero Hub on behalf of DESNZ, which funded feasibility studies and supported viable projects on their journey from ideation to delivery. In February this year. DESNZ published their local power plan, highlighting their commitment to delivery 8GW of new local power projects by 2030, and Great British Energy have launched their new community fund - inviting expressions of interest from the community and looking to support rapid deployment via a range of developing finance options. At this critical juncture, ECW, in coordination with the North West Net Zero Hub, is seeking to appoint an organisation to work with the community energy sector across Cheshire and Warrington - supporting the growth and successful delivery of those projects in receipt of Community Energy Fund grant, enabling new groups to progress from ideation to delivery, and driving a more collaborative and integrated sector with increased peer-to-peer learning and knowledge transfer.
