Provision of Digital Autopsy Services

Birmingham City Council wishes to establish a framework agreement for the provision of Digital Autopsy Services. Digital Autopsy Service - A Digital Autopsy is a non-invasive post-mortem, referred to as a CTPM short for Computed Tomography Post-Mortem. A CTPM is a scan of the deceased, conducted by a radiographer using a CT scanner. Following which, the resultant scans are analysed by a GMC registered radiologist to produce an interpretation in the form of a digital autopsy report. The digital autopsy report contains or suggests the cause of death for consideration by a pathologist at Birmingham Central mortuary. Section 1 of the Coroners and Justice Act 2009 places a duty on the coroner to investigate certain deaths. Section 14 of the Coroners Act 2009 allows the coroner to order a suitable post-mortem examination to enable the coroner to decide if Section 1 applies. CTPM’s are an innovative technology that should in the future prevent invasive post-mortems, which many families and some religions would like to see avoided. This procurement relates to a call-off under a Framework Agreement, which does not guarantee or commit any level of expenditure. A Project Lot will be used to deliver individual NEC ECC projects covering all the geographical areas detailed below (valued between £750,001 and £5m exc VAT Area Lots; • RRSF N1 – Causeway Coast & Glens, Mid & East Antrim and Antrim & Newtownabbey; • RRSF E&S1 – Belfast, Lisburn & Castlereagh, Armagh, Banbridge & Craigavon, Newry, Mourne & Down and Ards & North Down; • RRSF W1 – Mid Ulster, Derry & Strabane and Fermanagh & Omagh. This Framework will deliver works from Call-Off contracts with an overall cumulative value of £22m (ex VAT) over the four-year term. If the Contracting Authority is unable, for any reason, to award a new framework or to put in place an alternative regime to replace this Framework on its termination or expiry, any Call-Off Contract established under the Framework may be extended for a further period or periods up to a maximum of 12 additional months. For the spending review period (FY 26/27 to FY 29/30) £66 million has been allocated to the DSIT-led National Materials Innovation programme (hereafter referred to as NMIP or the Programme). UKRI is delivering £59m of the overall programme through the UKRI Materials Innovation Programme (hereafter referred to as UKRI MIP), with DSIT directly delivering the remaining £7m. The Programme aims to tackle fragmentation across disciplines and sectors, accelerating the domestic translation of critical material innovations into applications which are vital for the future of Advanced Manufacturing, while also underscoring Energy, Digital Technologies, Defence and Life Sciences Industries. Pioneering a national approach to the sector, the programme will establish networks to bring together stakeholders, streamline infrastructure access, and unlock maximal value from existing investments. The programme will tackle materials-specific commercialisation challenges through new initiatives such as targeted programmes of interventions, digital tools, and verification services. Additional activities will address market gaps in strategic materials, strengthening the UK’s sovereign capabilities to mitigate security risks and capitalise on economic opportunities. Without this focus, key innovations risk stalling before reaching the application areas that underpin the UK’s national priorities, drive technological progress, and grow the economy. The programme is expected to deliver benefits across UK priorities with Advanced Materials highlighted in the Industrial Strategy1 as one of six frontier industries and materials underpinning other technological advances such as metamaterials for 6G communication or enhanced data centre efficiency.

The Service will provide free, accessible, in‑person support and signposting to refugees, asylum seekers, evacuees and other individuals who have arrived in Rossendale through forced migration routes. The Service will support service users with a wide range of issues including, but not limited to, economic inclusion, digital inclusion, housing, healthcare, education, language support, access to mental health services, and administrative support. The Service must include a regular, weekly, in‑person drop‑in offer totalling a minimum of six hours per week, delivered during core hours (9am-5pm, Monday to Friday, excluding public holidays). Provision must operate from at least two suitable venues located within the Rossendale borough, including the Bacup/Stacksteads area and the Haslingden area. Venues must be accessible, welcoming and capable of supporting confidential one‑to‑one consultations. The provider will be required to deliver casework, accept referrals from Lancashire Refugee Integration Team and other agencies, manage self‑referrals, and provide ongoing support to service users. The Service must include access to a monthly legal drop‑in delivered by an Immigration Advice Authority (IAA) accredited immigration adviser. The provider will work in partnership with Rossendale Borough Council and the Lancashire Refugee Integration Team and must utilise the Lancashire Asylum Seeker and Resettlement Case Management System to record support provided and monitor outcomes, in line with data protection and information‑sharing requirements. The initial contract period will be 12 months, with an option to extend for up to a further 12 months at the Council's discretion, subject to satisfactory performance and funding availability. The maximum contract end date will be 31 March 2028.

These arrangements create opportunities for individuals to explore new experiences, enable care and support to be delivered within their own homes, and may facilitate transitions to more independent forms of accommodation. The provision of services therefore includes options for both short-term and long-term support, promoting progression and the development of life skills, including recovery-focused models for those with mental health support needs.
Youth Vaping and Smoking Cessation Service

The Council is seeking a single experienced Provider to deliver a targeted smoking and vaping cessation intervention for Children and Young People (CYP) delivered predominantly within secondary school settings on a phased approach within Derbyshire (excluding Derby City). The service will align with the national Stopping the Start Strategy and Derbyshire County Council Public Health Strategic Plan. The service will support pupils aged 12 and over who wish to stop smoking, vaping, or both. It will be informed by best practice in line with NICE guideline NICE NG209, and delivered by certified National Centre Smoking Cessation and Training (NCSCT) stop smoking practitioners embedded within the school community. Delivery will include effective partnership working to avoid duplication and enhance existing prevention activity. The Youth Vaping and Smoking Cessation Service will commence on 01 September 2026 for a period of 2 years to 31 August 2028. Subject to available funding and successful delivery of Phase 1 and evaluation, the Council may at is discretion approve delivery of Phase 2 for year 3 from 01 September 2028 to 31 August 2029. A mobilisation period will run from 14 May 2026 to service commencement date on 01 September 2026 (see Mobilisation Section) and will be non-chargeable; no fees or cost incurred during this period will be payable by the Council.

This notice relates to the first reopening of the open framework under the Procurement Act 2023. The reopening allows new suppliers to apply to join the framework and existing suppliers to apply for additional Lots where relevant. The framework provides a compliant and structured route for NHS organisations, Integrated Care Boards (ICBs), local authorities, and other public sector bodies to procure community-based services.
