The Network comprises the Embassy in Washington DC, the UK Mission to the United Nations in New York, eight Consulates and four Trade Offices across 13 states, employing over 550 country‑based staff. The appointed supplier will be responsible for the administration and ongoing support of the Network’s health and life benefit plans, including medical insurance (currently self‑funded), dental and vision insurance, and life and disability programmes. In addition, the supplier will provide strategic advisory services to support the design, development and continuous improvement of the benefits offering. This includes market benchmarking, cost analysis, and recommending solutions to ensure the provision remains competitive, compliant, and value for money. The supplier will be expected to lead engagement with the insurance market, including identifying suitable providers, managing competitive placement processes, and negotiating renewal terms. The role will also include ensuring compliance with applicable federal and state regulations, providing guidance on regulatory requirements, and supporting governance and reporting obligations. Ongoing services will include policy administration, renewal management, claims support, handling member enquiries, and providing timely, professional advice throughout the policy lifecycle. A strong understanding of the US insurance market, coupled with proactive account management and the ability to deliver a high‑quality, reliable and data‑driven service tailored to the Embassy’s operational needs, will be essential. The contract is expected to have an initial term of five (5) years, with the option to extend for a further two (2) years.

This contract will be procured using the Competitive Flexible Procedure and is defined as a light touch contract under the Procurement Act and regulations. The Council's portfolio to be covered by this Contract is c.65 sites of differing sizes spread across a large geographic area including rural settings. The sites requiring the various service elements of this Contract range from corporate offices where staff and members of visiting public will be present, to isolated sites in countryside locations including parks and car parks where there is limited artificial lighting at night, to busy multi-storey car parks where opening times are important. Access to some sites could be challenging in bad weather and monitoring situations may be difficult. The site portfolio also includes operational sites of a high-risk nature, where fire would cause large scale risk to life and immeasurable damage and disruption. The Service Provider must be prepared to deliver its services across this varied and complex portfolio and must adopt its security services accordingly. The Authority has determined that security services under this contract must be delivered directly by the provider and that subcontracting will not be permitted. This reflects the need for direct control over personnel vetting, licensing, training standards and operational management, which are critical to the safe and effective delivery of security services. **This notice relates to the same procurement as UKSAC26_0005 and represents an update to that procedure: it is not a procurement for a second radar capability** ** In response to supplier feedback following pre-market engagement conducted in April 2026 as part of UKSAC26_0005, we have made a decision to split the original contract (UKSAC26_0005) into two separate contracts. This contract (UKSAC26_0046) will cover the manufacture of the radar capability (including software capabilities). It will not cover the enabling works associated with the radar, though the appointed supplier will be expected to support installation and to work with DSIT and the appointed infrastructure contractor to ensure successful installation and handover. UKSAC26_0047 will cover the enabling works and installation of the radar.** The Department for Science, Innovation and Technology (DSIT) intends to commence a competitive procurement for a sovereign, high-power (~1 MW class) space surveillance radar in the Southern Hemisphere to enhance the UK's Space Surveillance and Tracking (SST) and Space Domain Awareness (SDA) capability. It is expected that this radar system will operate as a key national asset, providing enhanced detection, tracking and custody of resident space objects, particularly small-size debris and operational satellites in Low Earth Orbit. It will deliver significant improvements to UK resilience, space safety, collision avoidance, re-entry monitoring, fragmentation detection and wider civil-military situational awareness objectives.
