Liverpool City Council commissions an Integrated Advocacy Service to provide a comprehensive portfolio of statutory and non-statutory advocacy provision, including Independent Health Complaints Advocacy (IHCA). The service is required to support the Council in meeting its statutory obligations under the Care Act 2014, Mental Capacity Act 2005, and Mental Health Act 1983, ensuring eligible individuals receive independent advocacy as mandated. In addition to statutory functions, the service will deliver flexible, non-statutory, issue-based advocacy to address unmet need, ensuring that individuals who do not meet formal eligibility criteria can still access proportionate, independent, and person-centred support. The service will enable individuals to express their views, wishes, and preferences, safeguard their rights, and actively participate in decision-making processes that affect their lives. Particular focus will be given to individuals who experience substantial difficulty in understanding, retaining, or communicating information, and who lack an appropriate person to support their involvement. The provider will ensure advocacy interventions are independent, tailored, and outcome-focused, promoting inclusion, equity of access, and improved wellbeing.

Durham County Council (the Council) are seeking submissions from suitably experienced and skilled organisations to provide the specified services for the Health, Wellbeing and Night Hub. This includes the Safe Night Hub, Integrated Support Hub and dispersed properties. The main service should be based in one premises which is able to deliver the wrap around support required. The contract will also include the provision of 10 dispersed supported accommodation properties to be used as a step down pathway from the Night Hub. The Health, Wellbeing and Night Hub aims to deliver a preventative, integrated response for adults at risk of homelessness, rough sleeping, or poor health outcomes, particularly those discharged from hospital or unable to safely return to accommodation. The service aims to: •Prevent discharge to the street for eligible adults •Provide immediate, short-term step-down support following hospital discharge •Identify housing needs early and support move-on solutions •Support access to appropriate services such as Housing and homelessness services, Welfare benefits and financial support.GP registration and health appointments (not exhaustive) •Reduce rough sleeping and repeat homelessness •Improve service user engagement with statutory and voluntary services Further details of the requirements are set out in Document 3A Specification which can be accessed free of charge at www.open-uk.org. Permitted Changes to Contract: *Funding for these services is reliant upon the continued availability of funds from both the Council's core budget and The Homeless Prevention Funding. The London Borough of Sutton aims to transform the borough into a sustainable, green community by 2027, with the delivery of a robust Electric Vehicle (EV) Strategy as a key priority. This project focuses on the implementation of EV charging solutions at approximately 40 pre-selected off-highway sites, including surface and multi-storey car parks, public parks, and leisure centres. The Council's objective is to provide an initial installation of approximately 180+ chargers (based on anticipated bay allocations) to support residents, local businesses, and the transition of the Council's own vehicle fleet, thereby facilitating a borough-wide reduction in carbon emissions. The Council requires a partner for the full life cycle delivery and management of this infrastructure under a concession contract model, which will involve a shared ownership and funding approach. The council recognises an opportunity to work with a partner to raise income and optimising this is built into the evaluation criteria. The selected contractor will be responsible for the entire EV delivery process, including feasibility and detailed design, supply and installation, and 24/7 back-office operation and support of the charging network. Additionally, the scope includes comprehensive routine and reactive maintenance to ensure the infrastructure remains reliable and modern, alongside the development of a long-term roadmap for network expansion through 2030 and beyond.

The Commissioner would also like to invite prospective providers to a Virtual Market Engagement Event at 10:00am on Wednesday 20th May 2026. The findings from this market engagement exercise will help inform commissioners of the current and future capacity and capability of the market. The information collected will be considered alongside other evidence to inform commissioners in deciding the commissioning approach. The authority is extending the validity of this existing DPS for a further 33 month period starting from 12th May 2026 until 23 February 2029. Please note that organisations can apply to join the Council's DPS at any time during its validity if they satisfy the selection criteria and none of the grounds for exclusion apply. If an organisation admitted to the DPS ceases to satisfy the Council's selection requirements it is likely to be excluded or suspended from taking part in any competition. If an admitted organisation fails one of the grounds for exclusion during the validity of the DPS the Council may be required to remove the supplier from the DPS. This Tender is being published to support the Local Electric Vehicle Infrastructure (LEVI) fund, which is a major UK government initiative, administered by the Office for Zero Emission Vehicles (OZEV), designed to support local authorities in England to roll out electric vehicle public charging infrastructure. The scheme aims to assist residents without off-street parking in transitioning to electric vehicles (EVs). The Authority has been awarded £10,111,000 for the provision of public EV Chargepoints from the Local Electric Vehicle Infrastructure (LEVI) Capital fund, funded by the Office for Zero Emission Vehicles. Additionally, the Authority has secured £400,000 from the LEVI Pilot fund specifically for the delivery of lamppost-integrated Chargepoints. Delivery of the Pilot project has been included as a required element in this tender to ensure there is an integrated and consistent approach to EVI provision. The Authority's contribution towards the works required to deliver the Contract is £10,511,000 which is aggregate sum of the LEVI Capital fund the LEVI Pilot fund as set out above. This Procurement and subsequent Contract is offered and will be delivered as a single lot covering the whole county. The Authority's desire is that installations can be balanced across the more commercially viable and the less commercially viable areas across the county. An experienced CPO with the technical expertise to deliver at the required scale and at pace is vital for a contract of this size.
