Stray Dog and Kennelling provision

This Request for Quote seeks a provider to operate the statutory stray dog reception, kennelling, and rehoming function on behalf of Cambridge City Council. The Council has a legal duty under the Environmental Protection Act 1990 to collect and safely accommodate stray dogs found within the district. The appointed provider will receive dogs 7 days a week between 09:00-15:30 from authorised officers and 24 hours members of the public. Cambridge City Council does not have their own kennelling facility and therefore has a need to identify a provider to fulfil their responsibilities in terms of a reception and holding centre for stray dogs. CCC have contracted external kennelling to oversee the safe housing and welfare elements of this role, whilst CCC officers and members of the public will collect secured strays and deliver to the kennelling. This contract is open to all of Cambridgeshire Councils throughout the life of the contract including: South Cambridgeshire District Council, Fenland District Council, East Cambridgeshire District Council, Peterborough City Council and Huntingdonshire District Council. The contract value may increase if any of these Councils join this contract.

UKNNL would like to invite suppliers to apply to join a new Open Framework to support with the supply of Nuclear Technical Services for the United Kingdom National Nuclear Laboratory. A Pre-Market Engagement Notice reference: ocds-h6vhtk-066005 was published. The framework will run from July 2026 until July 2030 with the option to extend the framework by a further 4 years, until July 2034. The Framework will reopen once within the first 3-year period, and UKNNL will open it again at least once in the remaining 5-year contract term as required under Regulation 49 of the Procurement Act 2023. UKNNL may opt to open the framework for applications earlier than required, although not likely to be ever more than two times per year. Re-opening may be in relation to the framework agreement in its entirety or in relation to specific lots. Earlier re-opening could be triggered by a range of factors, which may include but are not limited to: • Supply & demand changes • Changes to requirements • Changes to framework lotting structure • Changes to rate card structures • Changes to qualitative assessment • Changes to framework management • Addition of new framework lots • Changes to demand, volumes, values and geographical coverage Suppliers are permitted to amend their technical and commercial response at each re-opening or can choose to allow their previous submission to be considered. The framework has the ability to award contracts through mini competition or direct award. Call-off contracts can be either fixed cost or cost reimbursable. Mini-Competition Where mini-competition is used, this is to be via the e-tender portal and must include all suppliers on the applicable lot. Each mini competition will be restricted to only one Lot. The Council must comply with various legislation in relation to the operation of the site, including a regular programme of testing and analysis of a range of samples on a monthly, quarterly and annual basis. The programme determines and reports ground water, surface water and leachate quality. Test results are expected no later than 10 working days after receipt of samples. The Council is seeking tenders from suitable UKAS-accredited companies who can undertake the collection, analysis and report of samples in line with the requirements detailed in tender documents.

Replace the commercial boilers (38 years old) with new boilers. Connect back onto the existing pipework system. Check the flow rates prior to commencing the works, noting that all the test points are currently blocked. Electrical wiring of boilers and associated equipment to be delivered within the scope. The control systems are more recent so retain the existing control systems and pipework with only the minimum modifications to integrate the new boilers into the existing system. If modifications to the ventilation, flue and pressurisation units are required, these are to be delivered within the scope. The boilers are located in a dedicated plant room on the ground floor of a single storey pent roof brick building. Provision of scaffolding and any associated safety equipment for working at height ( ie flue) are to be delivered within the scope. Ensure adequate valves including emergency control valves and safety backend valves. Ensure gas supply pipework is adequate size for the boiler system. Removal of asbestos containing materials in any current boiler that needs to be taken off site, to be delivered within the scope. Responsible disposal of waste to be delivered within scope. Access to the plant room is via a paved walkway between two buildings about 1 meter wide. The gas intake room is in the same building separated by a brick wall from the plant room. The plant room has access to a WC. Space can be provided to section off a works area for plant and skip. The contract is for the delivery of an independent internal audit function in accordance with the Accounts and Audit Regulations and the Practitioners' Guide for Smaller Authorities in England (JPAG). The Council is a parish-level local authority with annual expenditure of approximately £1.25 million, employing around 18 staff, and operating a combination of public sector and commercial activities. The appointed contractor will be required to undertake: - Two interim internal audits per financial year (typically October and February), involving risk-based testing of key systems including financial controls, income and expenditure, payroll, VAT, procurement, assets, banking arrangements, and governance. - One year-end internal audit per financial year (to be completed by 31 May), including review of accounting statements, completion of the Internal Audit Report section of the Annual Governance and Accountability Return (AGAR), and provision of an annual audit opinion. The contractor must provide written reports following each audit visit, setting out findings, recommendations and agreed actions. The Internal Auditor must remain independent and must not prepare the Council's accounts or complete Sections 1 or 2 of the AGAR. The contractor must demonstrate relevant experience, provide suitably qualified personnel, maintain professional indemnity insurance (minimum £1,000,000), and comply with all relevant legislation. The contract comprises nine audit visits over the three-year period (six interim and three year-end). Tenderers are required to submit a fixed annual fee and total contract cost.

The resultant contract will be entered with the successful supplier to provide resources and training to support schools, colleges, and families to meet the needs of visually impaired children and young people aged from 0 to 25 years, ensuring equal educational opportunities (please refer to the Specifications for further information). As part of this procurement process, the contracting authority undertook a preliminary market engagement between January and February 2026, advertised on 15 January 2026 via the published Notice 2026/S 000-003498. The duration of the contract will be for an initial two (2) years with the option to extend for up to two further periods of one (1) year each, to a maximum Contract period of four (4) years, subject to the supplier's performance and at the full discretion of the contracting authority, and subject to a lawful termination in accordance with the provisions of the Conditions of Contract and budget availability (please refer to Volume 4 of the procurement documents).
