TRHS0016 Provision of Pension Scheme for the Euston Delivery Company

Department for Transport

The Department of Transport (DfT) on behalf of the Euston Delivery Company (EDC) (“Buyer”) is looking to appoint a pension provider for the provision of a pension scheme. The EDC is a new government-owned organisation so is not part of the civil service and is not covered by the current civil service pension arrangements. The service required is as follows: • Provision of a qualifying workplace pension scheme for a new government-owned company. • The pension scheme will be established for a maximum expected workforce of 60 EDC employees, who will be eligible to join the EDC pension scheme. EDC employees will be onboarded incrementally, with the first employees expected to commence employment from September 2026 onwards. • The pension scheme is required to be in place within 3 months from September 2026. • Terms are being requested based on an initial three-year pension scheme length, with an option, at the Buyer’s sole discretion, to extend the Contract for up to an additional two years, exercisable in one-year increments (1+1). • Both a Master Trust and Contract based solution will be considered. It is anticipated that, once the EDC is fully operational, the average annual salary will be approximately £80,000.00. Employer contributions are anticipated to range between 10%-12% and employee contributions are anticipated to range from 3%-6% of pensionable salary. As the organisation is newly established, the average salary is an estimate based on the expected roles required by the EDC and the company’s remuneration strategy which will follow public sector guidelines and professional pay benchmarking. This figure is therefore provided for indicative purposes only and should not be relied upon as a guaranteed or definitive salary level. The DfT is procuring the Services under this Contract. The service will include the respectful and timely removal and transportation of deceased persons within the Hull and East Yorkshire boundaries to include transportation from hospitals, care setting and private addresses to a designated mortuary or authorised facilities as required by the Coroner. The contract will be for an initial period of three years with the option to extend for up to two further years. The estimated total contract value including extensions is approximately £350,000. A comprehensive inspection of the 50-metre moveable floor will be undertaken while the pool is fully drained. This allows unrestricted access to all structural, mechanical, and safety-critical components, enabling a detailed assessment of the system’s condition and identification of any additional faults or refurbishment needs. The works involve the full replacement of the stainless-steel lifting and support cables associated with the moveable floor system. This refurbishment is essential to maintain structural integrity, ensure reliable floor movement, and reduce the risk of mechanical failure. The works involve the removal and replacement of the perimeter gasket that provides the watertight seal between the moveable floor and the pool tank structure. This refurbishment is essential to maintain safe operation, prevent entrapment risks, and ensure the floor performs correctly across its full range of movement. Provide and install a new digital depth display system serving the 50 m pool and integrated moveable floor. The system shall provide real-time depth information to pool users and operational staff and also when diving and no diving is appropriate. A full clean of the 50-metre moveable floor will be undertaken to remove accumulated debris, biofilm, scale, and contaminants from all accessible surfaces and mechanical components. Cleaning is carried out while the pool is empty to ensure safe access and thorough coverage. The specification covers the design, preparation, relining, and reinstatement of concrete deck-level channels serving a commercial swimming pool.

The services will operate within a recovery-oriented framework and will be person-centred, trauma-informed, and accessible to all residents of the city, including those with complex needs and those not yet ready to change their substance use. The term of the contract shall be 1st July 2026 until 30th June 2030 (i.e. 4 years) with the option to extend for up to a further period of 2 years (i.e. until 30th June 2032) at the sole discretion of the Council. NWP and NWFRS have a diverse portfolio of approximately 120 properties across North Wales comprising of police stations, fire stations, specialist buildings, offices and fleet departments. The term of contract will be for 5 years – 3 years plus two extensions of twelve months each, on the agreement of both parties. Together with planned building works up to a maximum value of £50K, the contractors will be required to provide an effective and reactive service for 365-day response, to ensure all maintenance and property defects are dealt with promptly, thereby providing safe and secure buildings for both Police and Fire Services. Service will be required 24 hours a day, 364/5 days a year with attendance on site to be within 2 hours of receiving the call for reactive works. This will be done on a rota system. Examples of call outs would be insecure buildings (locks / windows / doors/roofs), leaks, minor repair works, health and safety issues etc. Separate cover for mechanical and electrical call outs (24/7) is provided by specialist contractors under the same basis via a different framework.
