Border to Coast Pensions Partnership Limited (“Border to Coast”) is an FCA regulated investment manager based in Leeds, UK managing assets on behalf of 18 Local Government Pension Scheme (“LGPS”) pension funds (as of 1 April 2026). Border to Coast has investment propositions across a range of asset classes including equities, fixed income, private markets and real estate. There is a mix of internal (direct) and external (via third party managers) management across these propositions. Assets under management are currently ~£53bn and are expected to grow to ~£115bn over the next 2 – 3 years. In addition, Border to Coast is developing a series of investment capabilities to provide advisory, asset allocation and implementation services to Partner Funds. Border to Coast currently uses Bloomberg for its Order Management / Portfolio Management system (“OMS / PMS”) but will be migrating to BlackRock Aladdin towards the end of 2026. Third Party Administrator (“TPA”) services, including brokerage, custody and fund accounting, are provided by Northern Trust. Border to Coast wishes to procure a Futures Clearing Broker to support the implementation of its futures capability. The provider’s operating model needs to be able to fully integrate with our OMS / PMS (both current and future state) and our TPA.

Community Lymphoedema Service The service will provide a community lymphoedema service which supports the specialist management of individuals living with lymphoedema, lipoedema and chronic oedema aged 18 and above. The service will be delivered in line with British Lymphology Society guidelines. The service provided covers the population of North Lincolnshire. Discharge to Assess (D2A) and Community Beds The service will provide six nurse-led community beds provide short-term care for patients who are medically fit for discharge but require further assessment, therapy, or care planning. The beds support timely discharge from Scunthorpe General Hospital and enable patients to receive care in a community setting while longer-term arrangements are made.

Cardiff Council and the Vale of Glamorgan Council intend to establish a collaborative multi‑lot General Building, Construction and Maintenance Framework to support planned works, reactive maintenance, specialist services, and statutory compliance across their estates. The Framework will comprise a range of lots covering general building, electrical, mechanical, roofing, external works, fire and security, and statutory compliance services, with emergency response sub‑lots linked to parent lots. The Framework will run for three years with an optional one‑year extension and has an estimated total value of £123,514,000.00. Call‑offs will utilise the NEC4 suite. This Competitive Flexible Procedure tender will be conducted in two phases: the Pre‑Selection Questionnaire (PSQ) stage and the Invitation to Tender (ITT) stage. The Contracting Authority will invite the top ten (10) highest ranking suppliers per lot to the next stage who meet the conditions of participation. In the event of tied scores at the 10th position, all suppliers with the same score will be invited to the ITT stage. on, which will be issued when the procurement opportunity is published. During the ITT stage, suppliers will be evaluated on the basis of their quality, cost, and proposed community wellbeing benefits. Following evaluation, successful suppliers will be ranked according to their overall scores per lot. The Councils reserve the right, in accordance with the flexibility permitted under the Competitive Flexible Procedure, to refine, amend or further develop the procurement process and tender documentation following completion of the PSQ stage. Any such modifications—where applied—will be communicated transparently to all PSQ‑qualified suppliers and will apply equally to all participants. UPDATE to notice https://www.find-tender.service.gov.uk/Notice/039400-2026 SOURCING PROCEDURE: The AI Tutoring Tools Pioneer Programme contracts (a maximum of eight (8) identical contracts) will be awarded under a Procurement Act 2023 Section 3) (6) and Schedule 2, Part 2, paragraph 22, 2) (b), (c) subject-matter exemption for research and development services. The contracts to be awarded are exempt contracts and for that reason the procurement is not subject to the Procurement Act 2023. The outputs of the proposed contracts are intended for the benefit of the public and do not include the provision of AI Tutoring Tools. The latter would be procured via other sourcing procedures separate from this Pioneers Programme procurement. These contracts answer the need for research and development of a high-quality standard for AI Tutoring Tools. Although there is a wide range of Tutoring Tools available on the market, there is no established offer that meets the complete specification to a high-quality standard, encompassing all the necessary elements of an exceptional AI Tutoring Tool. Elements being for instance the digital curriculum (to be published) and multiple sources of data which require review. AI driven Tutoring Tools currently on the market are limited in quantity, scope and evidence base with few providing full tutoring capacity and with limited public access to the research and development that underpins them. The proposed contracts seek to research and co-design a high-quality, all-encompassing standard for AI Tutoring Tools and to initiate the development of innovative, effective and safe AI Tutoring Tools to that high-quality, all-encompassing standard thereby being the most transformative for educational outcomes. The aim of the Programme is to research, trial, develop and enable the future scalability and commercialisation of AI Tutoring Tools of the highest calibre which, alongside teachers, will improve the academic attainment of pupils across England,
