Liverpool Primary School Group Catering Framework Tender 2026

The Liverpool Primary School Group are seeking to procure a number of providers for a multi-supplier framework for catering services. The main objective of this procurement exercise is to deliver the procurement of a framework that will enable the collaborative group to source catering services for its schools. There are initially 10 schools in this framework, however, other schools may call off later. It should be noted that it is not mandatory for schools to use this framework. Schools will only call off from this agreement if they have a requirement to do so. It is envisaged the number of contractors on the framework will be between 1 and 3 The provision of the service must demonstrate the best value approach and be flexible in its delivery and operation to ensure that the needs and ethos of individual schools are supported. This framework process is targeted to have a catering contract in place to commence in March 2027 for the initial direct award schools. Please note that this process covers all catering services within the collaborative group schools with full tender costings and proposals for the schools for a contract start in in March 2027 for the initial direct award schools. These details will be further explained in the ITT documents. The process will be through a competitive flexible procedure commencing with a participation stage to create a select bidder list following analysis of a PSQ document (within which the scoring criteria will be included). The nature of the contract demands a good local infrastructure to provide and maintain the level and standard of catering services and support required by the collaborative group. Labour resource/relief cover is very important. We have set a minimum Employer's (compulsory) liability insurance of 10,000,000 GBP). Following the analysis of PSQ’s the selected bidders will be invited to attend site surveys and tender briefing initially planned for early July 2026. Tender response deadline is planned as Mid-Aug

Border to Coast Pensions Partnership Limited (“Border to Coast”) is an FCA regulated investment manager based in Leeds, UK managing assets on behalf of 18 Local Government Pension Scheme (“LGPS”) pension funds (as of 1 April 2026). Border to Coast has investment propositions across a range of asset classes including equities, fixed income, private markets and real estate. There is a mix of internal (direct) and external (via third party managers) management across these propositions. Assets under management are currently ~£53bn and are expected to grow to ~£115bn over the next 2 – 3 years. In addition, Border to Coast is developing a series of investment capabilities to provide advisory, asset allocation and implementation services to Partner Funds. Border to Coast currently uses Bloomberg for its Order Management / Portfolio Management system (“OMS / PMS”) but will be migrating to BlackRock Aladdin towards the end of 2026. Third Party Administrator (“TPA”) services, including brokerage, custody and fund accounting, are provided by Northern Trust. Border to Coast wishes to procure a Futures Clearing Broker to support the implementation of its futures capability. The provider’s operating model needs to be able to fully integrate with our OMS / PMS (both current and future state) and our TPA.

End of Life and Palliative Care Services - Daycare The service will provide access to specialist end of life and palliative care daycare services which will include assessment, therapy, counselling and social support. The service provided covers the population of North Lincolnshire. Community Lymphoedema Service The service will provide a community lymphoedema service which supports the specialist management of individuals living with lymphoedema, lipoedema and chronic oedema aged 18 and above. The service will be delivered in line with British Lymphology Society guidelines. The service provided covers the population of North Lincolnshire. Discharge to Assess (D2A) and Community Beds The service will provide six nurse-led community beds provide short-term care for patients who are medically fit for discharge but require further assessment, therapy, or care planning. The beds support timely discharge from Scunthorpe General Hospital and enable patients to receive care in a community setting while longer-term arrangements are made.

Volunteers Visitor Service The service will support carers of people living with a terminal illness through a team of trained volunteers who will undertake regular home visits to individuals with end-of-life care needs. The service will provide practical, emotional and social support for carers to reduce feelings of isolation and anxiety. Lymphoedema Service The service will provide a community lymphoedema service which supports the specialist management of individuals living with lymphoedema, lipoedema and chronic oedema aged 18 and above.
