The consultancy services ("Services") shall include the establishment of a Laboratory Data Management Information System. The detailed Terms of Reference (TOR) for the assignment are attached to this Request for Expressions of Interest . The Water Resources Service under the Ministry of Water Resources, Agriculture and Processing Industry of the Kyrgyz Republic now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: At least 5 (five) years of overall experience in the field of information systems development; At least two (2) successfully completed contracts for information systems of similar complexity within the last three years; Experience in developing information systems for government agencies in the Kyrgyz Republic . Interested Consultants should refer to paragraphs 3.14, 3.16 and 3.17 of Section III of the Procurement Regulations for IPF Borrower November 2020 (the "Procurement Regulations") of the World Bank, which sets out the World Bank's conflict of interest policy. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications (the type of association shall be clearly indicated in the proposal). This operation is jointly financed - as part of its Financial Cooperation with the Kyrgyz Republic, Germany supports the implementation of a multilateral donor-funded Program for Results as part of the 2019-2030 State Health Development Program by providing co-financing for the World Bank-supported Primary Health Care Quality Improvement Operation. The Operation is financed by Joint Financiers: the German Development Bank (KfW), the Swiss Agency for Development and Cooperation (SDC), and the International Development Association (IDA). The operation includes the following components: Component 1: The PforR component (Program) includes all the results areas/activities and disbursement linked indicators (DLIs) that previously constituted the PHCQIO, as amended as part of the March 2025 restructuring. Component 2: Investment component (Project) includes all activities to be financed by the AF approved in March 2025. Component 2 consists of two sub-components. Sub-component 2.1 (goods, non-consulting services, operating costs), which is financed by new funding from the PHCQIO Multi-Donor Trust Fund (MDTF) in the amount of US$ 9.05 million, while sub-component 2.2 (TA) is financed from the Single-Donor Trust Fund (SDTF)in the amount of US$ 2.40 million.
