Nav manages large amounts in society, and the payment of benefits is decisive for the welfare community functioning. The payment of services is a socially critical task for, among other things, ensuring subsistence and is a crucial part of the value chain for all services that nav provides. A technical modernisation of the systems in payment area has been identified in order to support this part of Nav's social mission. Nav shall, thus, establish a project that shall be responsible for the modernisation. In order to carry out the modernisation work, Nav needs to gather competence and capacity from the market. A separate contract shall be signed to cover this need for resources.

The mobile partners shall also contribute to building the competence Norsk Tipping needs for the future. Mobile is the company's most important customer channel. Norsk Tipping has approx. 2.4 million customers, of which nearly 90 percent use mobile, mainly via apps distributed in the App Store and Google Play. They are, thus, a central prerequisite for Norsk Tipping being able to fulfil his social mission: "... facilitating responsible gambling offers and preventing negative consequences of gambling. Efficient operations shall ensure that as much of the revenues go to good causes". Norsk Tipping's partners must therefore contribute to the company developing in a sustainable direction, through active competence transfer and by strengthening the product model from a mobile perspective. Strengthen the ability to deliver within the product development model Norsk Tipping works smoothly to reduce risk through early learning, continual feedback from users and operations, and the possibility to adjust courses before major investments are made. The work is organised through product development areas with a multi-disciplinary product team who are responsible for both value and risk connected to defined products and user journeys. The product development areas shall have competence and responsibility to define systems for problems, develop them and further develop them so that they deliver value for companies and customers. In order to achieve this, Norsk Tipping has a mix of product development areas consisting of what can be defined as a "value stream team" (e.g. the product development area for sports), and areas with "platform" and "enablement-team" (for example Platform: Whole and Frontend). The Arts Data Bank is a gross financed department under the Ministry of Climate and Environment. Artsdatabanken is considering announcing a tender for an external review of the IT portfolio. We would like to discuss with the market whether the descriptions of the assignment seem recognisable in the market and how costly such an assignment is. The market dialogue will be held through a digital meeting Wednesday 14 May 0900-1000. The draft for the notice will be sent as registered at the latest on Monday 11 May. After the meeting, five 30 minute meetings have been set aside with individual tenderers. Registration for an individual meeting can take place at the same time as register for the market dialogue. Individual meetings will be awarded on a first come, first served principle. Registration shall be sent by sending an email to the postmottak@artsdatabanken.no. The Arts Data Bank has, via the Digitalisation Council, received a recommendation to carry out an external review of the IT portfolio. • What does it cost to manage and further develop the different systems? • Where can you have internal operational advantages by thinking about consolidation and reuse? We would like an as-ice mapping of the technical solutions, with a focus on cost picture in money and personal resources, and technology/architectural choices. Are there changes we can make to be better rigged for the future? The majority of the systems in the portfolio are developed by the Arts Data Bank. Formålet med anskaffelsen er å gjennomføre prøveboring etter grunnvann for å kartlegge og dokumentere et grunnvannssystem som kan etableres som hovedvannkilde for Gildeskål kommune. Før prøveborring skal det gjennomføres geofysiske undersøkelser. De geofysiske undersøkelsene har som mål å kartlegge strukturer under bakken, som har stor betydning for grunnvannsforekomstene. De geofysiske undersøkelsene har som hovedformål å øke treffsikkerhet for borring. Grunnlaget for anskaffelsen er rapporten «Grunnvann i Gildeskål kommune – rapport fra innledende undersøkelser» utarbeidet av Ruden AS (26.09.2025). Rapporten konkluderer med at det foreligger betydelig potensial for grunnvannsuttak innenfor området fra Skauvoll i sør til Trolldalen i nord, og anbefaler tidlig prøveboring i både fjell og løsmasser for å redusere usikkerhet og danne beslutningsgrunnlag for videre utbygging. Kommunens estimerte vannbehov er ca. 17,4 l/s, tilsvarende forsyning til om lag 1 000 abonnenter, med interesse for eventuelle løsninger som kan gi høyere kapasitet.
