Market Operation Service Providers (MOSP) Services - 2027 RFP
Electricity Authority
The Electricity Authority Te Mana Hiko (Authority) has issued a Request for Proposals (RFP) as part of a competitive, single-stage procurement for five Market Operation Service Provider (MOSP) services, ahead of the upcoming expiry of current contracts on 30 June 2027. The Authority contracts MOSPs to deliver services that help New Zealand’s electricity market operate smoothly. These services are critical for market integrity, settlement accuracy and transparency. These services make up a significant share of the costs recovered through the levy that funds the market system; in 2025/26, the combined cost of the five MOSP services outlined below was about $7 million. The Authority is proposing long-term contracts of up to nine years (an initial three-year term plus two possible three-year extensions). The MOSP services we are procuring for are: 1. Clearing Manager: Acts as financial counterparty, manages invoicing and prudential security to mitigate default risk. 2. Financial Transmission Rights (FTR) Manager: Auctions and administers FTRs to support hedging of locational price risk. 3. Reconciliation Manager: Processes metering data to ensure accurate allocation of electricity volumes and settlement. 4. Registry Manager: Maintains the national Electricity Registry and oversees switching, compliance reporting and data integrity. 5. WITS Manager: Operates the 24/7 trading and information platform, publishing bids, offers and prices. The new contracts will introduce a range of enhancements, including revised legal, operational, and security requirements. Proposals will be evaluated based on experience, system enhancements, delivery capability, project management, quality assurance, IT security, and ability to work collaboratively with the Authority. Indicative timeframes (subject to change) are: • Deadline for Proposals: 30 September 2026 • Shortlisting of suppliers: December 2026 • Preferred supplier selection: March/April 2027 • Contract start: 1 July 2027 (continuin
Advance Notice: Vanuatu Resilient Education Infrastructure
Crown Funding
This is a Notice of Information (Advance Notice) from The Ministry of Foreign Affairs (MFAT) for provision of construction services on behalf of the Ministry of Education and Training (MoET) in Vanuatu, as part of New Zealand’s International Development Cooperation (IDC) Programme. The goal is to provide resilient, inclusive and sustainable education infrastructure in Vanuatu, as well as responding to the ongoing natural disaster recovery needs. MFAT is looking to engage a construction contractor to complete works at various school sites in Vanuatu, including the provision of labour, plant, materials, project management services, logistics, etc. to complete construction works under three different workstreams: 1. Clear the backlog of repair and reconstruction from previous natural disasters 2. Repair and reconstruction of facilities damaged in future disasters 3. Support MoET ‘business as usual’ school upgrades programme The location of works will be dispersed across Vanuatu, therefore the contractor must be prepared to mobilise for works outside of Port Vila. The term for this contract may extend up until 2033 with periodic reviews if the supplier demonstrates their continued ability to respond to the requirements. The estimated contract value over this period would be up to NZD $16.3 million with potential extension subject to approval. The procurement will be conducted via an open market, two stage tender process including a Registration of Interest (RoI) phase to create a shortlist who will then be invited to submit a response to a Request for Proposal (RFP). We are looking for suppliers who can demonstrate capability and capacity to deliver on time and budget, with relevant Pacific Experience, and ensuring all quality and H&S requirements are met. This is a unique opportunity for suppliers to secure a confirmed pipeline of works that advances important development outcomes in Vanuatu. Please note that this Advance Notice is not a tender process - it is simply a
