This is a Notice of Information (Advance Notice) from The Ministry of Foreign Affairs (MFAT) as part of New Zealand’s International Development Cooperation (IDC) Programme for targeting main contractors, for the provision of Early Contractor Involvement (ECI) services for the Niue Justice Building. This opportunity may lead to continuation to Construction services. MFAT is looking to engage through an Early Contractor Involvement (ECI) for the Niue Justice Building project. The ECI is expected to be appointed in early 2027 and will be expected to work collaboratively with MFAT, Government of Niue and the consulting team/s. MFAT is working in partnership with the Government of Niue to design and construct a new Justice Building to enable effective, reliable and inclusive justice services. The new Justice Building will incorporate courtrooms, judicial chambers, office space for staff of Department of Justice, Lands, Survey, a court registry and archival space. MFAT anticipates entering into an ECI pre-construction services contract with the selected supplier. Continuation of ECI to delivery of Construction services via NZS3910:2023 will be subject to a number of criteria, including funding approvals, supplier performance, successful achievement of ECI deliverables and progress through pre-agreed milestones, including achieving mutually agreeable contract terms and pricing reviews. The procurement will be conducted via open market, in a two stage tender process including a Registration of Interest (ROI) phase to create a shortlist who will then be invited to submit a response to a closed Request for Proposal (RFP). Please note that this Advance Notice is not a tender process - it is simply a notification to the supply market that a procurement opportunity is forthcoming. EECA is building a nationwide Service Provider List of experienced energy and carbon management professionals who can deliver specific energy-related services relevant to EECA information, advice, and resources. We are looking for: • New Zealand based and NZBN registered business. • Suitably qualified to deliver at least one of the EECA products included in the Service Provider List. • An ability and willingness to work collaboratively with EECA and other stakeholders. The List will act as a resource for any business wanting to connect with a service provider.
