Il est prévu qu'une partie des ressources de ce financement soit utilisée pour payer les prestations d'un Expert Architecte Principal de Systèmes d’Information (APSI) pour appuyer le MIDCSP dans la conduite du Programme d’Identité Numérique Nationale dont les missions sont décrites dans les paragraphes suivants. L’Architecte Principal de Systèmes d’Information aura pour mission de : Concevoir l’architecture technique et fonctionnelle du système d’identité numérique nationale, incluant le registre central de l’état civil et le fichier national d’identification biométrique. Assurer l’interopérabilité entre les systèmes d’état civil, d’identification biométrique et autres systèmes connexes (santé, éducation, services sociaux, etc.). Définir les spécifications techniques pour un système sécurisé, scalable et conforme aux normes internationales (ex. : ISO/IEC 27001, Principes sur l’identification pour un développement durable). Superviser la mise en œuvre du système dans le cadre du projet pilote et préparer son extension à l’échelle nationale. Fournir des recommandations pour la gouvernance

Au-delà des infrastructures, le projet AGREE s'attache à réformer la gouvernance des services publics et à renforcer la SNEL SA, qui gère un réseau complexe de distribution dans plusieurs villes de la RDC, notamment les villes de Kinshasa et Gbadolite. En outre, il est prévu le renforcement des capacités des principales institutions nationales issues de la réforme des secteurs de l’électricité et de l’eau, ainsi que celles des entités provinciales impliquées.
