National Grid requires the provision of comprehensive Asbestos Consultancy, Management, Analytical, Mitigation, Containment and Removal Services across its portfolio of operational and non-operational sites across England and Wales. The services are required across two separate National Grid business units: • National Grid Electricity Transmission (NGET) • National Grid Electricity Distribution (NGED) Suppliers should note that NGET and NGED operate as separate business units and may have differing operational requirements, governance arrangements, systems, processes, standards and reporting requirements. The anticipated term of the framework will be a 4-year initial term with 4 year extension options upon mutual agreement. The services shall support National Grid in fulfilling its duties under the Control of Asbestos Regulations 2012 (CAR 2012), including the duty to manage asbestos, and ensure compliance with all relevant legislation, Approved Codes of Practice and Health and Safety Executive (HSE) guidance. The appointed supplier(s) shall deliver services on both a planned and reactive basis, supporting routine maintenance, refurbishment, demolition, emergency response activities and wider capital projects. All works shall be carried out in full compliance with the Control of Asbestos Regulations 2012 (CAR 2012). Suppliers shall maintain all necessary licences, accreditations, insurances, permits and environmental registrations required to deliver the services. They shall ensure that all personnel are suitably trained, qualified and competent and that services are delivered in a safe, proactive and risk-based manner. About the Project The proposed works are comprised of high-level repairs to the Great Hall roof, to include: • Refurbishment of the central lantern and fleche • Isolated repairs on the Collyweston stone slate roof • Repairs and improvements to rainwater discharge • High-level masonry repairs and cleaning, to include clerestories, parapets, turrets, pinnacles and tracery • turrets, pinnacles and tracery • Re-bedding of gable copings with improved details • Installation of a new weathervane on the fleche The Great Hall and the wider Guildhall complex will remain operational throughout the works. The contractor’s compound will be located on the large, paved area immediately north of the Old Library. The Great Hall is enclosed by ambulatories on all sides, which prevents the use of full-height, ground-supported scaffolding. Consequently, scaffolding to the north and south elevations will need to be cradled from parapet level, while access to the east and west gables will require bridging over the ambulatories and bearing onto adjacent structures. An indicative scaffolding design and methodology have been developed and will be included within the tender documentation. The Contractor is anticipated to take possession of the site in early October 2026. Works to the lantern and south elevation of the Great Hall must be completed no later than late October 2027, in advance of the annual Lord Mayor’s Show. About the Great Hall London’s Guildhall has been at the heart of the City’s government for centuries. The site has been a centre of civic administration since at least the 12th century, although there is evidence that a guildhall or meeting place has existed on the site as early as the Saxon period. It was built on the site of a Roman amphitheatre which dates to 70 AD, the remains of which were rediscovered in 1987, during the construction of the adjacent art gallery, and are on public display in the gallery’s purpose-built basement display. Framework for Adaptation Works to Domestic Properties – General Building

Independent Living Services (ILS) (disabled facilities service / DFS) are a division of the Council responsible for the provision of adaptations in domestic properties. Assistance is made available to individuals regardless of tenure. Assistance may be made available where the applicant is able to prove to the Council that they meet the prevailing criteria, the funds may be used towards the purchase and installation of specialist equipment; the provision of adaptations and works that prevent slips, trips and falls in and around the home. The work will primarily involve the adaptation and modification of domestic properties as a result of the approval of mandatory Disabled Facilities Assistance or any Discretionary Assistance awarded to the individual. To support this, ILS operate an "Agency Service" that provides a professional, technical and administrative service to the applicants (service users). Put simply, the Council provides a service whereby the service users can appoint the Council to administer the application for assistance on their behalf. The Agency works closely with health professionals such as the Community Occupational Therapy Service to ensure that the service users' identified needs are fully met. The Contractor shall provide and meet the expenses of all materials and labour whatsoever for the due and proper execution of the Works described (or referred to in the Contract Documents). Dwellings will vary in age and condition, and access to and within the site will vary from property to property. Therefore, the Contractor must make due allowance for these considerations. The Council is seeking to appoint a up to four (4) Contractors to this framework agreement, and the total estimated annual value is £3m plus VAT. It should be noted that the estimated value is indicative only and may change dependant on demand and budget.
