THE PURPOSE OF THIS NOTICE IS TO INITIATE THE COP/ISIT STAGE FOR LOT 2 (MAJOR WORKS) The reason for this additional notice is due to a technical error with previous notice https://www.find-tender.service.gov.uk/Notice/042997-2026. Westminster City Council (the ‘Council’) has a statutory duty to deliver repair and maintenance services to its 21,000-strong housing stock, comprising approximately 43% leasehold properties, 57% tenanted homes and 145 High Rise Buildings (HRB) across the Borough. It is also worth noting that 41% of the Council’s housing stock is located within a conservation area, whereas 17% of the buildings are listed properties. Furthermore, the Council delivers major works and planned cyclical construction-based maintenance with the view of continuously improving the physical and social infrastructure of its housing stock. Currently housing repairs, maintenance and works are delivered via eight (8) Term Partnering Contracts (‘TPC’) which were procured in 2017 and 2019 for a period of up to ten (10) years as follows: • Responsive Repairs and Voids • Major Works (2 separate contracts covering North and South of the Borough) • Mechanical • Electrical • Domestic Heating • Lifts • Aids & Adaptations The Council is intending to re-procure these contracts based on revised scopes as part of an overarching Strategic Alliance Agreement, based on the FAC-1 Framework Alliance Agreement which all appointed contractors will be required to sign up to along with the contract documents specific to each requirement. Taking into account the differing expiry dates of the TPCs, the various Section 20 consultation requirements, as well as the indicative timelines associated with each retendering process, the Council determined that the re-procurements will be delivered in tranches. London Universities Purchasing Consortium
The London Universities Purchasing Consortium (LUPC), acting on behalf of the UK Universities Purchasing Consortia (UKUPC), is establishing a Framework Agreement for Maintenance Services. The Framework will provide Participating Institutions with access to suppliers capable of delivering a broad range of building maintenance services to support the safe, efficient and compliant operation of buildings and estates. Services may be required on a planned, reactive or project basis and include building fabric maintenance, mechanical, electrical and plumbing/public health (MEP) maintenance, planned preventative maintenance (PPM), reactive repairs, and associated maintenance activities. The Framework will also include grounds and external maintenance services and the delivery of minor works projects under the relevant Lot. The Framework is divided into two Lots: Lot 1 – Maintenance and Associated Works Lot 2 – MEP Maintenance Call-off contracts awarded under the Framework will be formed using the NEC4 Facilities Management Contract (FMC), including Service Orders for maintenance activities and, where applicable, Project Orders under Option X27 for minor works and projects.

Asbestos Management Services Framework (AMS2) Framework Details 1.1.1. Cardiff City Council, Bridgend County Borough Council, Vale of Glamorgan Council, Monmouthshire County Council and Torfaen County Borough Council are looking to appoint suitably qualified and accredited Contractors who can deliver high quality Works and Services to meet the Council’s Asbestos Management requirements on the second iteration of the Framework. 1.1.2. Cardiff Council manages approximately 388 corporate domestic & non-domestic properties across the city. Bridgend County Borough Council manages approximately 276 properties across the city. To meet its obligations under the Health and Safety at Work Act 1974 and the Control of Asbestos Regulations 2012 (CAR 2012), the Council requires comprehensive asbestos management services. 1.1.3. The Framework will be awarded for a fixed term of 2 years with the option to extend by 2 x 12 months. 1.1.4. The estimated value of the Framework (being the maximum amount the Contracting Authority could expect to pay under the Framework, including the value of Services and Works, if any option to supply additional Goods, Services, Works were exercised and/or if any option to extend or renew the term were exercised) is £4,000,000.00 (exclusive of VAT). Bus Stop Infrastructure Improvements

The Authority wishes to procure one or multiple suppliers for all aspects of the bus stop improvements project which is compliant with requirements of the Procurement Act 2023, enabling the Authority to partner with suppliers that support all stages of the project from product design to completion of installation. Working alongside our partners, the authority currently plans to improve the infrastructure of approximately 105 bus stops and stations across Cambridgeshire and Peterborough. The improvements cover many elements, such as bus cages, shelters, poles and flags, timetable cases, vegetation clearance, footway paving, and raising kerbs. The main purpose of the contract is a services concession contract. The Crown Estate, as manager of the seabed around England, Wales and Northern Ireland, is seeking to award seabed rights to a developer for the development of an offshore wind farm in the Irish Sea, which has an maximum potential energy generation capacity of 1.5GW. These rights will be governed by an ‘agreement for lease’, which will be awarded to a successful bidder through a competitive tender process under the Procurement Act 2023. The holder of the agreement for lease will acquire the rights necessary to develop an offshore wind farm and will ultimately enter into lease with The Crown Estate for the construction and operation of this wind farm. The maximum contract value has been stated in this notice as [00000 GBP] as The Crown Estate is unable to state a maximum contract value for the Morgan tender which is the subject of this Planned Procurement Notice, due to the impossibility of predicting what the likely overall value of the concession to the developer will be. STV Decarbonisation — Roof Replacement and Photovoltaic Installation

The University of Bath, Estates and Campus Infrastructure directorate, invites Expressions of Interest from specialist principal contractors for a decarbonisation project at the Sports Training Vehicle (STV), a high-performance sporting facility on the University's Claverton Down campus. Phase 1 requires the full replacement of one of the STV roofs, including strip-out of the existing covering, supply and installation of a new roofing system specified to accommodate photovoltaic panel loading, and associated structural and enabling works. Phase 1 must be substantially complete within the University's summer 2027 break. This programme window is fixed and non-negotiable. Subsequent phases for the other STV roofs will be discussed. Early design work has been undertaken by a structural engineer and MEP consultants. The University is seeking contractors who can demonstrate specialist capability in roofing and PV/electrical installations, a credible plan to deliver Phase 1 within the fixed summer 2027 window, and a commitment to best-in-class products and innovative approaches that reflect the facility's profile. Cardiff Council and the Vale of Glamorgan Council intend to establish a collaborative multi‑lot General Building, Construction and Maintenance Framework to support planned works, reactive maintenance, specialist services, and statutory compliance across their estates. The Framework will comprise a range of lots covering general building, electrical, mechanical, roofing, external works, fire and security, and statutory compliance services, with emergency response sub‑lots linked to parent lots. The Framework will run for three years with an optional one‑year extension and has an estimated total value of £123,514,000.00. Call‑offs will utilise the NEC4 suite. This Competitive Flexible Procedure tender will be conducted in two phases: the Pre‑Selection Questionnaire (PSQ) stage and the Invitation to Tender (ITT) stage. The Contracting Authority will invite the top ten (10) highest ranking suppliers per lot to the next stage who meet the conditions of participation. In the event of tied scores at the 10th position, all suppliers with the same score will be invited to the ITT stage. on, which will be issued when the procurement opportunity is published. During the ITT stage, suppliers will be evaluated on the basis of their quality, cost, and proposed community wellbeing benefits. Following evaluation, successful suppliers will be ranked according to their overall scores per lot. The Councils reserve the right, in accordance with the flexibility permitted under the Competitive Flexible Procedure, to refine, amend or further develop the procurement process and tender documentation following completion of the PSQ stage. Any such modifications—where applied—will be communicated transparently to all PSQ‑qualified suppliers and will apply equally to all participants. It is expected that Tenderers will be able to provide all Works that are in the Scope in- house. However, the Authority recognises that some niche elements of a Scope may need to be sub-contracted. Term Maintenance Contract (Engineering & Building Fabric) 2026-2036
Hampshire County Council
The Term Maintenance Contracts provide planned and reactive maintenance to Hampshire County Council (HCC) sites and schools within their (HCC and School's) Service Level Agreement (SLA). The current contracts were competitively tendered in 2017 and are due to expire on 31 July 2026. There is an ongoing need to provide a service to deliver reactive and planned preventative maintenance across the Hampshire County Council and their SLA schools' estate. The new Term Maintenance contract will be for the provision of 'Hard FM' servicing, testing and inspection of building services and fabric together with reactive maintenance services. Planned Preventative Maintenance (PPM) tasks will be scheduled using the SFG20 standard. The Contract will also include a 'helpdesk' arrangement to capture and triage reactive maintenance. HCC owns a substantial property estate, held primarily for the delivery of frontline public services, but also more generally to support the County Council's corporate priorities. The County Council's assets are diverse and include schools, residential and nursing care homes, children's homes, day centres, libraries, waste disposal and recycling facilities, country parks, rural landholdings, and operational farms. The County Council also owns and occupies offices, workshops, depots and storage accommodation, leases other commercial property to businesses and rural holdings to farmers and has responsibility for a wide range of heritage assets including listed buildings and Scheduled Monuments. The desired outcomes of the new contract are to deliver a modern and effective compliance, planned preventative maintenance and reactive maintenance service for HCC. Ensuring good quality, value for money work, is undertaken with a lifecycle approach to asset management. Utilising Concerto and digital tools to facilitate timely and accurate information management and customer interactions. All Tenderers must have signed, completed and submitted (Annex 4e) - TUPE & Site Data Confidentiality Undertaking Template by the Clarification deadline. Tenderers who submit a tender without having completed and returned (Annex 4e) as an attachment via the Intend Correspondence function before the deadline for clarification questions (30/10/2025 at 17:00), will have their submission rejected. The tender submission will not have taken into account TUPE costs or have received the confidential sensitive site data required information for a bid to pass evaluation and the tender will therefore Fail.
