This procurement covers responsive repairs and property refurbishment, management of a regeneration programme of capital investment works, compliance services and grounds maintenance to Service Family Accommodation throughout the UK owned and managed by the Defence Infrastructure Organisation. DIO is exploring disaggregating these requirements into multiple separate contracts, in particular separating Planned Works from Repairs and Maintenance." The Authority is keen to engage with providers with a solid background in delivering similar repairs and maintenance contracts for public sector landlords with a strong customer and safety focus, who are able to work collaboratively with the Authority to deliver a first in class service. The Contracting Authority is undertaking preliminary market engagement in accordance with section 16 of the Procurement Act 2023. The purpose of the engagement is to inform the development of the Authority's requirements, its procurement strategy and future tender documentation. This notice is published under section 17 of the Act and Regulation 17 of the Procurement Regulations 2024. The engagement will be conducted by way of an on-line questionnaire, supplemented with a briefing session. There will be two sessions available, one of the 22nd July and one on the 28th July 2026. Suppliers only need to attend one session. The Authority may contact providers who submit a completed questionnaire should it be necessary to clarify their response or raise any questions arising in order to ensure a fulsome exercise can be conducted. The objectives of the exercise are to analyse the responses from the market, take their views into account when designing the procurement strategy and ensure that any barriers to suppliers intending to bid for the works and services are removed. The FCDO manages one of the UK Government’s largest and most complex international property portfolios, comprising more than 5,900 properties across 179 countries and 282 diplomatic Posts. Valued at approximately £2.4 billion, the estate encompasses a diverse range of assets, including diplomatic compounds, offices, historic buildings, residential accommodation, leased properties and multi-tenanted facilities. This global estate is critical to the delivery of UK Government objectives and requires sustained investment in construction, refurbishment, maintenance, compliance and infrastructure programmes. Projects are delivered in a wide variety of operating environments and market conditions, often involving complex security, regulatory, logistical and commercial challenges. This session is intended to provide early insight into the scale and complexity of delivering projects across global locations, alongside the operational challenges associated with international delivery. It will also offer an opportunity for organisations to share views on how future delivery models and procurement approaches can be shaped under the Procurement Act 2023. Defra is developing a new Science Estates Delivery Framework to support the Animal and Plant Health Agency (APHA) site at Weybridge and provide a flexible, expert and accessible route to market for high containment building requirements at Weybridge. The framework is expected to provide access to a broad range of life sciences construction, infrastructure, construction professional services and specialist services supporting the refurbishment and development of both high-containment and non-containment facilities, primarily utilised at the Weybridge site (though may be available across Defra Group locations and projects). APHA Weybridge is one of the United Kingdom's most significant science and research campuses, providing nationally important capabilities in animal health, plant health and biosecurity. The framework is intended to support a long-term unique and technically complex estate and programme. Prior to initiating any procurement, Defra wishes to engage with the market to better understand supplier market capability and capacity. Feedback received through this engagement will help inform procurement and contract decisions including potential lotting arrangements. The framework may include a range of construction works and services, and the areas identified within this notice are indicative only and have been included to support market engagement. The lot contracts associated with this competition will deliver responsive maintenance, emergency repairs, void property works, civil engineering, asbestos services, fire safety works, and associated inspections across the Contracting Authority's properties within the relevant region. The successful Suppliers will provide a 24/7/365 responsive repairs service, undertake technical and compliance inspections, manage multi‑trade repair tasks, and support statutory landlord obligations. Services include working in occupied and unoccupied homes, communal areas, and Contracting Authority-owned land and buildings. The Suppliers must meet extensive requirements in health and safety, customer care, IT integration, appointments, reporting, social value, environmental sustainability, and performance management, and must collaborate with the Contracting Authority. No minimum volume of work is guaranteed. In accordance with the Procurement Policy Note 01/21 – Social Value in Procurement, this Contract will deliver measurable social value outcomes. Under this Procurement Suppliers will be required to support the Contracting Authority's social value objectives. THE PURPOSE OF THIS NOTICE IS TO INITIATE THE COP/ISIT STAGE FOR LOT 2 (MAJOR WORKS) The reason for this additional notice is due to a technical error with previous notice https://www.find-tender.service.gov.uk/Notice/042997-2026. Westminster City Council (the ‘Council’) has a statutory duty to deliver repair and maintenance services to its 21,000-strong housing stock, comprising approximately 43% leasehold properties, 57% tenanted homes and 145 High Rise Buildings (HRB) across the Borough. It is also worth noting that 41% of the Council’s housing stock is located within a conservation area, whereas 17% of the buildings are listed properties. Furthermore, the Council delivers major works and planned cyclical construction-based maintenance with the view of continuously improving the physical and social infrastructure of its housing stock. Currently housing repairs, maintenance and works are delivered via eight (8) Term Partnering Contracts (‘TPC’) which were procured in 2017 and 2019 for a period of up to ten (10) years as follows: • Responsive Repairs and Voids • Major Works (2 separate contracts covering North and South of the Borough) • Mechanical • Electrical • Domestic Heating • Lifts • Aids & Adaptations The Council is intending to re-procure these contracts based on revised scopes as part of an overarching Strategic Alliance Agreement, based on the FAC-1 Framework Alliance Agreement which all appointed contractors will be required to sign up to along with the contract documents specific to each requirement. Taking into account the differing expiry dates of the TPCs, the various Section 20 consultation requirements, as well as the indicative timelines associated with each retendering process, the Council determined that the re-procurements will be delivered in tranches.
