GMCA 1699 Engineering Project Manager Support for Solar Design and Build Contract Management

GMCA has been working with partners to identify appropriate sites for energy generation as part of our regional decarbonisation activities. In 2023, GMCA commissioned a feasibility study to assess opportunities across the GM Waste Estate and identified 10 suitable sites for rooftop and ground-mounted solar. This presents an opportunity for GM Waste to invest and reduce their onsite power demand. However, there is significantly more solar capacity potential than these sites require creating an opportunity for export into the wider public sector estate and GMCA is interested in co-investing or procuring this power for their own use. GMCA are seeking support from potential suppliers to progress this work through to delivery by providing Engineering Project Manager Support. The project is split into 2 contingent parts as the number of sites taken forward in Part 2 for investment will depend upon the outputs from Part 1.

This project runs until February 2028. Funding has been granted for specialist consultancies and resources to develop a Round 2 application to The National Lottery Heritage Fund, if successful this will unlock the full grant. Provision for Cornmill Meadows Hydrological Study

Lee Valley Regional Park Authority invites tenders for an in-depth Hydrological Study at Cornmill Meadows, Waltham Abbey, EN9 2ES. Cornmill Stream and Old River Lea SSSI is designated for its outstanding assemblage of dragonflies and damselflies. A high-level survey of the site in 2022 found that these species are under threat due to falling water levels and highlighted the urgency of an in-depth hydrology survey to assess the causes and plan for remediation. In addition, work currently underway at the neighbouring Royal Gunpowder Mills (RGM) site seeks to address issues with the co-located Waltham Abbey SSSI. The next stage of that project requires monitoring of water flows in the Cornmill Stream and Old River Lea. The results of this study should meet that demand. Our aim is to understand the hydrology of the Cornmill Stream and Old River Lea SSSI, with particular reference to water flows through the site, and to inform future water management requirements, including under extreme conditions which may occur due to climate change.
General Building Construction & Maintenance Framework

Cardiff Council and the Vale of Glamorgan Council intend to establish a collaborative multi‑lot General Building, Construction and Maintenance Framework to support planned works, reactive maintenance, specialist services, and statutory compliance across their estates. The Framework will comprise a range of lots covering general building, electrical, mechanical, roofing, external works, fire and security, and statutory compliance services, with emergency response sub‑lots linked to parent lots. The Framework will run for three years with an optional one‑year extension and has an estimated total value of £123,514,000.00. Call‑offs will utilise the NEC4 suite. This Competitive Flexible Procedure tender will be conducted in two phases: the Pre‑Selection Questionnaire (PSQ) stage and the Invitation to Tender (ITT) stage. The Contracting Authority will invite the top ten (10) highest ranking suppliers per lot to the next stage who meet the conditions of participation. In the event of tied scores at the 10th position, all suppliers with the same score will be invited to the ITT stage. on, which will be issued when the procurement opportunity is published. During the ITT stage, suppliers will be evaluated on the basis of their quality, cost, and proposed community wellbeing benefits. Following evaluation, successful suppliers will be ranked according to their overall scores per lot. The Councils reserve the right, in accordance with the flexibility permitted under the Competitive Flexible Procedure, to refine, amend or further develop the procurement process and tender documentation following completion of the PSQ stage. Any such modifications—where applied—will be communicated transparently to all PSQ‑qualified suppliers and will apply equally to all participants. It is expected that Tenderers will be able to provide all Works that are in the Scope in- house. However, the Authority recognises that some niche elements of a Scope may need to be sub-contracted. Pobie Bank Reef Still Imagery Analysis 0923S

Project Aims JNCC wishes to commission a contract to undertake the analysis of seabed still imagery collected on the 0923S survey from a drop-frame camera. Seabed imagery will be analysed using the image annotation software BIIGLE. During 0923S imagery data was collected for both MPA monitoring, and ground truthing purposes. The total number of sampled drop camera monitoring stations was 97 and the total number of images after filtering to ensure 40 good quality images per station is 3,880. Analysis of 10 groundtruthing stations with 383 images is to be included as a costed extra only, however the total cost including costed extras must not exceed the stated value of the contract. More detailed metadata will be provided including information from logs and the survey report. Representative images from each station from the 0923S survey are shown in Annex C, and the successful contractor will be provided with access to the 2023 BIIGLE project, the annotated 2023 PBR video imagery and the 2020 PBR seabed imagery to aid with identification. 3. Project Background JNCC and Marine Directorate (MD) conducted a survey aboard MRV Scotia (0923S) in 2023 to gather evidence to monitor Pobie Bank Reef SAC (PBR) (Figure 1) and inform assessment of the extent and condition of the designated features of the site. This is the second monitoring survey in a repeat timeseries at PBR, three years after the first survey in 2020, and aims to generate comparable results to make long-term conclusions about the condition of the site. PBR is located in the North Sea approximately 20 km east of the Shetland Islands. The site has an area of 966 km2 and a depth ranging of 70 m to 100 m. Stjernsundrevet er Norges største korallrev på fjordterskel og en stor verneverdi i Lopphavet marine verneområde. Verneområdestyret utarbeider nå en ny forvaltningsplan for verneområdet, og har i den sammenheng et behov for å samle og oppdatere kunnskap om Stjernsundrevet. I den forbindelsen har styret for Lopphavet marine verneområde behov for bistand i kartlegging av området. Det er derfor behov for en ressurs eller flere som kan bistå oppdragsgiver. Det skal lages en visuell kartlegging av korallrevet, utarbeides en rapport i forbindelse med funnene i den visuelle undersøkelsen. Videre ønskes det forlag til videre overvåkingsprogram for å følge opp tilstanden. Det skal også lages en sammenstilling av eksisterende kunnskap om Stjernesundrevet.
