The Contracting Authority intends to establish a multi‑supplier Professional Services Framework to support a broad range of project, engineering, property, and specialist advisory requirements across its operations. The framework will enable the delivery of services in support of major capital projects, regional investment programmes, and property-related activities, providing access to a diverse and capable supply chain. The requirement includes, but is not limited to: Project and programme management services Design and engineering services Architectural services Planning and consent support Property and asset-related consultancy Environmental advisory services The framework will be structured into multiple Lots and Sub‑Lots, including both national and regional delivery models, to ensure appropriate alignment of supplier capability with project scale, complexity, and geographic requirements. Regional elements are intended to support local supplier participation and SME engagement, alongside larger national providers. The framework is expected to operate as an open framework arrangement, with the potential for periodic re‑opening to introduce additional suppliers and maintain competitive tension over its duration.

DESIGN AND BUILD CONTRACTOR FOR DELIVERY OF HOUSES AND APARTMENTS IN UPPER ACRE PARCEL

Eastleigh Borough Council (the Authority) is delivering an ambitious housing development to meet the needs of a growing population and lead the way for the Borough and its communities. In 2018, the Authority acquired 310 acres of land in Horton Heath and committed itself to provide new homes, services, infrastructure and businesses, that project is known as One Horton Heath (OHH). OHH is a landmark mixed-use development, located adjacent to the village of Horton Heath to the east of Eastleigh, Hampshire. A dedicated project delivery team has been established to oversee the planning and delivery of each parcel of the development. OHH is intended to be not only a commercially responsible project, but also one that recognises value extends beyond financial return. An Outline Planning Application for OHH was approved on the 27/10/2025 under the application number O/20/89498. The permission comprises severable and separate phases of development consisting of up to 2,500 residential units in total (across The Lower Acre, Quobleigh Breach, The Upper Acre, Round Copse, The Holme, The Homestal, Chalcroft Farm and The Folds phases and partially within Chalcroft Outfarm Works phase), a local centre, non-residential floorspace, a primary school, public open space (including formal sports facilities and informal provisions), allotments, ecological, landscape and sustainable drainage works and key infrastructure and utilities provision including new roads, footpaths, bridleways and cycle paths. The Authority made a commitment to the delivery of critical infrastructure early in the overall process and ahead of housing wherever possible which means that much of the major infrastructure associated with housing or non-residential development will have been installed or may be under construction alongside the works to be procured. ANIMAL AND PLANT HEALTH AGENCY

Defra is developing a new Science Estates Delivery Framework to support the Animal and Plant Health Agency (APHA) site at Weybridge and provide a flexible, expert and accessible route to market for high containment building requirements at Weybridge. The framework is expected to provide access to a broad range of life sciences construction, infrastructure, construction professional services and specialist services supporting the refurbishment and development of both high-containment and non-containment facilities, primarily utilised at the Weybridge site (though may be available across Defra Group locations and projects). APHA Weybridge is one of the United Kingdom's most significant science and research campuses, providing nationally important capabilities in animal health, plant health and biosecurity. The framework is intended to support a long-term unique and technically complex estate and programme. Prior to initiating any procurement, Defra wishes to engage with the market to better understand supplier market capability and capacity. Feedback received through this engagement will help inform procurement and contract decisions including potential lotting arrangements. The framework may include a range of construction works and services, and the areas identified within this notice are indicative only and have been included to support market engagement. The final scope, procurement strategy and lot structure have not yet been determined and will be developed following engagement with the market. The framework may include the below services. Offshore Renewable Energy Catapult

ORE Catapult require a structured feasibility study to assess the viability of creating a compelling and investible proposition for an Advanced Marine Technology Hub (AMTecH). The Plymouth based facility comprising quayside space for launch and recovery and waterside or inland space for workshops, classrooms, collaboration space, manufacturing facilities will be designed to rapidly grow UK marine autonomy capability, supply chain expertise and export capability across sectors primarily for offshore wind and as an enabler for dual innovation with other sectors including maritime, and defence. Complementing existing facilities in the region by delivering commercial research and development, volume manufacture, test and validate platforms, sensors, and robotics for offshore asset inspection, environmental data collection and long range subsea and surface surveillance. The hub will have the capacity to support development of future +30metre craft to support offshore renewables installation, operations, and maintenance. Preferred sites will be down selected by AMTecH partners in late 2026 who will then need expert advice on the challenges to develop those sites and budgetary estimates of development costs/ planning costs/ license costs, to inform the investment proposal which must be ready by mid 2027. This will involve full professional design and management services for the project on the proposed site (options to be reviewed), complete with all site and landscape works, including hard and soft play areas and future reconfiguration, extension or expansion capabilities.
