26018 Bikeability Cycle Training Contract

Bikeability Child Cycle Training has been delivered in Cambridgeshire since 2007. The county is among the top 20 highest performing local authorities with around 6,000 pupils receiving the training per annum, representing approximately 80% of the eligible audience. Bikeability cycle training equips service users to choose cycling to travel more actively, more safely and more often, thus upholding the Council's following priorities: - Enable full, healthy lives for all (promoting active and independent living) - Ensure fairness and opportunity (through the best start for children and young people, and physical access to jobs) - Support a green and sustainable county The Bikeability Cycle Training Contract is being developed specifically to deliver the existing Bikeability grant award (2026 - 2029) and fulfil The Authority's grant recipient obligations, including the designated course level allocations. The Programme objective for training providers in 2026/2027 is: - Increase participation in, and achieve rider outcomes of, Level 2 Bikeability by the end of primary school (Year 6) to improve road safety, promoting responsible cycling behaviour, and benefitting health and wellbeing. The Lot structure supports a full end to end wellbeing solution for the Public Sector offering: Occupational Health Services, Employee Assistance Programmes (EAP), Health and Wellbeing Related Training Courses, Flu Vaccination Programmes, Modern Employee Assistance Programmes (EAP) and Student Assistance Programmes (SAP) for Higher Education 16 years +. The framework offers both the Competitive Selection Process and Award Without Competition as procurement routes to use. YPO are the lead public sector buying organisation for this procurement, we manage an array of frameworks for a variety of services and products. Public sector organisations utilise our frameworks as a compliant route to market to award contracts which meet their requirements. The framework is designed to meet the needs of YPO and Other Contracting Authorities by establishing an agreement where the end customer will place the order with the Supplier and the Supplier delivers services direct to the end customer. Park View School is seeking to appoint a provider to deliver the coaching services, management services, sports science, vocational education and logistical operations for each of the academies. To provide an overall management structure to deliver high quality sporting and education provision that enhances the overall student experience. The appointed provider will be responsible for end-to-end delivery including coaching, education, sports science, pastoral care, and logistics. We are seeking to deliver the following academies, fully staffed to deliver outstanding outcomes. We are requesting interested parties to submit a plan on the number of staff required and a budget model for this. We are expecting to see how the academies will be managed, what delivery will be in place for coaching, sports science, vocational teaching, cleaning, logistics and operational delivery of the sports academy. Key to this is having staff who can manage the sports academies alongside delivering the pastoral aspects required within the academic environment. The current provider of these services only uses self-employed staff and we therefore believe that there will be no staff eligible for transfer under the TUPE Regulations. To successfully award this tender, organisations need to demonstrate how they will achieve student numbers for the following sports academies. Applicants must be a professional football club in the top 4 levels of the national league system. The contract will be for the delivery of 288 hours of group football coaching for a cohort of 60 learners as part of the enrichment hours included in the level 2 and 3 Diploma in Sport and Physical Exercise and the level 3 Extended Diploma in Sport and Physical Exercise. The successful applicant may be asked to support assessment activities as part of the delivery of the above qualifications. The maximum contract value to support this procurement will be £164,000 and a detailed breakdown of associated delivery costs must be provided. Delivery must meet the regulations for enrichment hours outlined in the ESFA Funding Rules. It provides an assessment platform managing the end‑to‑end test lifecycle: ingesting booking data and securely transmitting it to test centres; delivering the correct test to candidates; and forwarding results to DVSA’s CRM. The platform produces detailed candidate interaction data for reporting, performance analysis, and fraud detection, and includes regular security updates and operational management. The service includes continuous improvement and innovation in collaboration with DVSA and supports both the national Test Centre Network (TCN) and In‑House Theory Test Centres (IHTTCs). Additional Services: The Authority has identified several potential future developments that may be explored during the lifetime of the Contract. These Additional Services fall within the overall scope of the procurement and may, where required, be implemented through the Contract’s Change Control Procedure.
