The programme expects to include a WorkWell Assistance Programme that, in combination with Neighbourhood Work and Health Coaches, supports early intervention. The Authority intends to procure the new 'WorkWell Service' provision and award appropriate contracts to suitable, technically capable providers. To award the contracts, the most suitable providers must have demonstrably satisfied the minimum Basic Selection Criteria, including financial and economic standing, and satisfy the Key Criteria assessment and the commercial envelope. A third party is sought to help deliver remote monitoring, structured clinical triage, personalised care planning, health coaching and medicines optimisation, with agreed escalation routes into primary, community, virtual ward and acute services. The service will contribute to the Council's corporate parenting responsibilities by ensuring young people receive the support, opportunities and stability that a good parent would provide, helping them achieve sustainable accommodation and positive outcomes as they transition into adulthood.

Integrated Drug & Alcohol Treatment Service

Wigan Council require a provider to deliver the Integrated Drug & Alcohol Treatment Service. The Wigan drug and alcohol service will be delivered through a whole-system, neighbourhood-based model aligned with Progress with Unity and the borough's Community Health Improvement Transformation. The service will shift away from traditional, service-led delivery towards a relationship-based approach that prioritises prevention, early intervention and reducing health inequalities. Working closely with health, social care, community, voluntary sector and criminal justice partners, the Provider will act as a system leader and enabler, ensuring support is visible, accessible and embedded within local communities. Recovery workers will be based in neighbourhood settings, supported by flexible outreach, in-reach, drop-in provision and coordinated evening and weekend support to help people access assistance at the earliest opportunity. The model will place equal emphasis on prevention, treatment and recovery. Prevention activity will be shared across the wider system, with the Provider supporting workforce development, brief interventions, screening, trauma-informed practice and early identification of need. Treatment will consist of high-quality, evidence-based clinical and psychosocial interventions integrated with mental health, housing, employment, sexual health and criminal justice services. Recovery will begin from first contact, focusing on long-term outcomes such as improved health, wellbeing, housing, employment, social connections and independence. The service will place strong emphasis on reducing inequalities, improving access for vulnerable and underrepresented groups, and embedding lived experience throughout service design, delivery and continuous improvement.

The purpose of this Preliminary Market Engagement (PME) exercise is to inform the market of our proposed procurement for the provision of Home Oxygen Services (HOS) across Northern Ireland. Home Oxygen Services are provided to Patients who have been prescribed oxygen therapy for a range of clinical conditions, including Long Term Oxygen Therapy (LTOT) and Ambulatory Oxygen Therapy (AOT). The aim of the service is to support the health and wellbeing of Patients through the safe, effective and timely provision of oxygen therapy within the home and other care settings. It is envisaged that the appointed Contractor will deliver a fully managed service on behalf of Health and Social Care (HSC) Northern Ireland, working in partnership with clinical teams and relevant stakeholders to ensure high-quality patient care and service continuity. This will include but not be restricted to: 1) Supply of Equipment, Oxygen and associated consumables tailored to Patient needs 2) Service Delivery, installation and removal of euipment 3) Maintenance, repair, servicing of equipement and ongoing Support 4) Clinical and Patient Support such as the provision of training We hope that the Preliminary Market Engagement (PME) will help encourage supplier interest in this tender. UK2 - Static and Dynamic Non-Residential Intervention Service - Primrose

Launched in 2011, the Offender Personality Disorder Pathway (OPD) is a jointly funded partnership between HMPPS and the NHS in England and Wales. It is a long-term change programme that commissions treatment and support services nationally for individuals with some of the most complex mental health needs linked to their offending. Whilst a diagnosis is not required to access services, these needs are characterised as a ‘personality disorder’. Services for people within scope are delivered across prisons, Adult Secure Mental Health Services, and community settings. The OPD is not a single service, but a connected system of interventions, activities, training, and staff support. The OPD Pathway plans to commission a clinical provider for a non-residential OPD intervention service for women in HMP YOI Low Newton. Operating in partnership with HMPPS, the service will provide one of the progressive steps along the pathway for women who present the highest/ most immediate risk of serious harm to others and have the most complex needs who screen into the OPD Pathway. The service is currently commissioned through a service level agreement (SLA) that was established prior to the formal development of the OPD programme. The service in question, currently delivered by an NHS Trust and known as the Primrose Service, will engage with up to 12 women on a static basis at any one time, and a smaller number on a dynamic basis (likely to be around 5 maximum). This is not a residential provision however the women are accommodated together on a specific wing at the prison to provide a psychologically safe milieu during their time in the OPD service. The static provision involves a day treatment model delivered at a specific location in the establishment. The dynamic spaces are in place for outreach work delivered to women on other locations in the prison who either need stabilisation, preparation for access to the static service, or post-intervention work. Pathway Outcomes: The service

The COL require an experienced OHP for 1 day per week for 45 weeks of the year spread evenly throughout the year. This part of the contract could be delivered by an Associate of the Faculty of Occupational Medicine (AFOM). The COLP require an experienced OHP for 1 day per week for 45 weeks spread evenly throughout the year plus up to 17 days additional days. The additional days are to meet the Force requirement for recruitment and associated management meetings relating to recruitment and fitness to work procedure and advice. This part of the contract requires a Member of the Faculty of Occupational Medicine (MFOM) The OHP is scheduled to see 4 or 5 referral clients per day, or up to 5 candidates per day for recruitment medicals. The combined requirement is for between 90 days of OHP time with an additional up to 17 days depending on police officer recruitment demand. This could be delivered by: • One OHP • Two separate OHP’s • Two OHP’s where one is more experienced and prepared to supervise / support an Associate of the Faculty of Occupational Medicine. The COL / COLP would require a regular named OH physician to deliver the service. The service would not expect there to be changes in the named physician delivering the service. (No more than 2 changes per year would be acceptable) The contract would be for 2 years plus 2 years following performance review. OHPs working on this contract are likely to be required to be Police vetted. All applicants are to demonstrate that they have a 3-year period of residency in the UK immediately before commencing working. The Authorities decision in relation to any vetting issues is final.
