The Authority is undertaking Preliminary Market Engagement (PME) to inform the market and the development of an accredited Crisis Resilience Fund advice service for residents of North East Lincolnshire. The purpose of this engagement is to: • Inform the market of the upcoming procurement • Inform the market of engagement undertaken to date • Understand current market strengths, gaps, challenges and barriers to delivery accredited provision. • Gain insight into how local advice services could be strengthened to improve referral pathways and support early interventions. • Ensure that any future procurement is proportionate, delivers value for money and reflects the needs of residents and stakeholders. Through this market engagement, the Authority wishes to better understand: • The level of market interest in delivering the proposed service. • Opportunities for partnership, consortium or alliance-based delivery. • Effective approaches to triage, referral management and prioritisation. • The capacity of providers to deliver preventative and early intervention support. • Risks, challenges and dependencies that should be considered within any future procurement. The Authority is interested in feedback on a range of potential delivery approaches, including: • A single lead accredited provider model. • A consortium or partnership model involving multiple organisations with capacity building to support a quality standard of advice. • Community-based triage and navigation functions. • Models that build capacity within the wider voluntary and community sector through training, resources and responsive referral pathways. The Authority welcomes feedback on alternative approaches that may better achieve the desired outcomes and improve access, resilience and wellbeing for residents.

The Council is conducting this Preliminary Market Engagement (PME) exercise pursuant to Sections 16 and 17 of the Procurement Act 2023. The Council intends to procure a Supported Living Provider to deliver care and support services to adults aged 18 and over with mental health needs at Aldbanks, a supported living setting in Dunstable, together with the provision of outreach-based support. The Council is seeking feedback from interested providers to help inform and shape the future service model prior to commencing a competitive procurement process. This PME exercise will assist the Council in understanding current and emerging market practices, levels of supplier interest, and innovative approaches to service delivery. The information gathered will help ensure that the proposed procurement is well-designed, proportionate, and responsive to both service user needs and market capability. Through this engagement, the Council aims to: Develop and refine its service requirements and procurement approach. Inform the design of the competitive procurement procedure, including conditions of participation, award criteria, and key performance indicators (KPIs). Identify potential providers with the capability and experience to deliver the required supported living and outreach services.

Swindon Borough Council has a statutory requirement to resource overnight short breaks for families. As well as providing residential care for children and young people with complex needs and disabilities. This tender covers the need for a Short Break Overnight Respite and Complex Needs residential home within the boundaries of Swindon. The initial contract term will be for 12 months with an option to extend for a further 2 x 2 year extensions for a potential total contract term of 5 years as stated in the ITT documents. Estimated contract spend is approximately £1,400,000million across the initial 1 year contract term and approximately £7,000,000million across the potential total 5 year contract term. Market Engagement - Home Settle and Support Service

The Home, Settle and Support service provides short-term, practical support to vulnerable residents following a hospital stay, Emergency Department presentation, or where they are at risk of hospital admission from the community. The service supports timely and safe discharge, helps people regain confidence and independence at home, reduce loneliness and social isolation as well as prevent avoidable readmissions. Support is tailored to individual need and normally provided for a short period, up to a maximum of four weeks, with clear signposting and warm handovers into relevant community and voluntary sector services. We are inviting the market to help us develop our future iteration of the service through shared experience, best practice and innovation. This is solely for the purpose of gathering information and understanding market capability and capacity and not a call to competition. Participation in this engagement is voluntary and will have no bearing on any future procurement activity. Suppliers who participate will not receive any preferential treatment, advantage, or influence in any subsequent procurement process. Equally, suppliers who choose not to participate will not be disadvantaged or excluded from any future opportunity.

The aggregate contract value is £804,393 noting that these are zero value contracts - paid at local prices- based on planning values for 2025-26 and will be subject to any agreed growth and inflator/deflators applicable to 2026/27. The provider is an existing provider, who is currently satisfying the requirements of the existing contract. The provider has been assessed against the criteria specified for this DAP C process: Quality & Innovation 20%. Value 20%. Integration, Collaboration & Service Sustainability 20%, Access Health Inequalities and Choice 20%; Social Value 20%. Key criteria were specified, and assessment against each criterion was assessed based on the current service delivery model and performance. and the supplier meets all the requirements specified to the satisfaction of the ICB, and it is expected that they will satisfy the requirements of the new contract.
