Advocacy Service. The Council has a duty to offer an independent advocacy service to care experienced young people, children subject to a child protection plan and children in need. The main purpose is to empower and enable young people to have a voice by providing independent information, advice, support and advocacy. It provides a confidential opportunity to share information and concerns about their care or treatment, to be informed of their rights and be able to access independent representation. Advocacy should be led by the views, wishes of children and young people, and champion the rights and needs of children and young people. These measures must be implemented alongside relevant guidance including Effective Advocacy for Looked-After Children, Children in Need and Care Leavers 2023 and adapt to new guidance released. The Council also has a duty to provide independent advocacy to 16 and 17 year-old people who may be homeless and/or require accommodation. The service needs to provide independent advocacy to this cohort of young people so that they can make an informed decision about their accommodation. The Independent Visitor Service . Independent Visitors can play an important role in safeguarding children in care, helping to identify problems early and to secure for them the help and support they need to flourish. An Independent Visitor is an adult who has been trained to befriend a child in care, take an interest in their welfare, spend time with them, offer advice, support and guidance, and encourage them to take part in challenging and stimulating personal development activities. Independent Visitors provide positive influences in the lives of children in care, encourage them to express their concerns about issues or query where they are unhappy about any aspects of their care. Oxfordshire County Council (OCC) is committed to ensuring representation of adult and child victim-survivors of domestic abuse, including all people with protected characteristics who have lived experience of domestic abuse (DA), are reflected throughout the partnership, strategy, commissioning, and delivery of services. This is a requirement for Councils included in Domestic Abuse Act 2021 Domestic Abuse Act 2021 (legislation.gov.uk) Since 2022, Oxfordshire has commissioned a Lived Experience Advisory Co-ordinator to establish a group of adult victim-survivors (LEAG) to participate in the operation of the Domestic Abuse Strategic Board (and subgroups). They have also participated in the design and delivery of OCC consultations and commissioning arrangements to co-produce the overarching Oxfordshire Domestic Abuse Strategy and Safe Accommodation Strategy. This new contract will provide resource to increase this engagement and ensure inclusion of representatives from children and young people affected by domestic abuse who are regarded as victim survivors within the Domestic Abuse Act legislation.

This will replace and redesign existing arrangements to ensure a sustainable, high-quality and outcome-focused system of care. East Riding of Yorkshire Council has a statutory duty, under the Care Act 2014, to provide home care services for residents with assessed eligible needs, in order to enable them to remain safe and independent in their own homes for longer, reducing or delaying the need for more formal health and social care services. This procurement is required to ensure the Council can continue to meet these statutory responsibilities while addressing increasing demand, market pressures and system inefficiencies. The procurement will establish a contract for the delivery of home care services, reablement, recovery-focused support, hospital discharge, crisis response services, and care delivery within extra care housing schemes. The aim is to deliver a sustainable and high-performing local home care market while improving the timeliness of access to care, including support for hospital discharge. A key objective is to move away from traditional time-and-task care models towards a more outcomes-based approach. The Council also intends to strengthen integration between health, social care, and community services, and to reduce reliance on long-term care through more effective use of reablement. In addition, the procurement will enhance provider accountability, quality, and performance management, while ensuring value for money and overall financial sustainability. The Council intends to introduce a neighbourhood-based service model. The current Hampshire Disabilities Day Opportunities Model (HDDOM) was developed by Hampshire County Council to address growing and evolving needs in adult social care, particularly for people with disabilities and adults who required structured daytime support. It was also developed to better safeguard, contract manage and review finances. The service has entered its final extension period and is required to be retendered to ensure Hampshire may meet the needs of its eligible residents. The new framework will be an evolution from HDDOM and will be named Hampshire Day Opportunities Framework (HDOF) and will be aligned with the Care Act 2014, aiming to meet eligible care needs by offering meaningful daytime activities that promote wellbeing, independence, and social inclusion. HDOF will be designed to provide daytime activities and support for adults with learning disabilities, physical disabilities, older adults and people with mental health needs. The model includes: • Traditional day care centres • Vocational training • Community-based services • Specialist services for complex needs The need for these service exists because of the following factors: Support for Independent Living: • Offers structured environments that promote independence, skill-building, and social engagement. • Some individuals with disabilities or age-related conditions cannot safely remain at home alone during the day. Carer Respite: • Provides respite for family carers, especially older carers or those who need to work during the day Preventative Care: • By offering meaningful daytime activities, it will help to prevent deterioration in mental and physical health, reducing the need for more intensive interventions later. • Users report high satisfaction, with many describing the services as enjoyable and beneficial to their wellbeing. • The service also aims to support the Public Health agenda through a range of educational and occupational activity.
