Independent Fostering Agency (IFA) Retainer Block Pilot

Reading Borough Council is undertaking a soft market testing and engagement exercise to explore a new commissioning approach for securing local foster care capacity through a retainer based block model. The Council is seeking early engagement with Independent Fostering Agencies (IFAs) to test whether this approach is viable in the current market, particularly in relation to the availability of carers within a 20 mile radius of Reading Civic Centre, and to understand whether the model is operationally practical and commercially attractive to providers. This exercise will also support a co design process with the market, enabling providers to help shape and refine the proposed model, service expectations, and delivery approach ahead of any potential procurement. The Council is particularly keen to work collaboratively to ensure that any future model is realistic, deliverable, and aligned with market capacity and provider insight. This PIN forms part of a structured pre procurement engagement process and is intended to inform decision making on whether to proceed to a pilot and how the model should be designed. This is a Provider Selection Regime (PSR) intended approach notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. The intention is to award a contract following the Most Suitable Provider Process. Torbay & South Devon NHS Foundation Trust (TSDFT) requires a mobile X-ray service to support alternative pathways of care that reduce demand on the emergency department (ED), reduces ambulance conveyance and subsequent admission for patients who fall (in their usual place of residence) and are at risk of fracture in line or, require X-ray to support out-of-hospital teams to keep people at home, where clinically safe to do so. The Service aims to support Torbay’s role in delivering neighbourhood health by enabling rapid community diagnostics as part of integrated neighbourhood pathways and the wider One Devon Falls and Frailty improvement approach. The Service will provide mobile x-ray acquisition and reporting, supporting radiographer deployment to suitable patients in the community, collaborating with relevant Trust and system services. This includes working with Torbay’s neighbourhood health arrangements (including integrated neighbourhood teams and the Harbour model where applicable) so that community diagnostics are consistently “wired into” falls and frailty pathways and contribute to admission avoidance, safe discharge and recovery at home.

The National Infection and Sepsis Audit – Acute NHS settings (NISA-Acute) will be for NHS-funded acute hospital care in England and Wales (inclusion of other Devolved Nations/Crown dependencies is yet to be determined and will be detailed within the tender documentation). The initial contract is anticipated to be for a period of 3 years, at a maximum total budget of up to £ 1,146,300.00 excl VAT and £1,375,560.00 with VAT. Bids exceeding this limit will be rejected. Due to the unknowns in advance of holding the premarket engagement session, it is currently expected that the extension value will be a 2 year pro rata of the core 3 year funding, estimated at £743,300.00 excluding VAT. Further to this funding, the final specification will contain a list of aspirational measures which will be expected to be modified into the contract should the need and funding become available. The aspirational intent value is unknown at the point of drafting this notice, This aspirational intent has the potential to be invoked fully, partially, or not at all, and the Authority cannot guarantee that the successful provider will be required to do any of the aspirational measures that will be listed in the final specification. The values stated may be subject to change and the final values will be given when the tender goes live. The Sunderland IPS Scheme will be available to individuals of working age (16+), resident in the Sunderland area, who are engaged in structured treatment for drug and/or alcohol issues and are out of work. The 'structured treatment' can be provided by either a young person's community-based specialist substance use service; an adult's community-based specialist substance use service; or an 'all age' community-based specialist substance use service, (hereafter these services will be collectively referred to as 'specialist community drug and alcohol treatment services). The Scheme will provide bespoke 'packages' of support to assist service users into sustainable, paid employment.

The proposed Framework will be structured into three service Lots, reflecting the primary client groups: Lot 1: Learning Disabilities, including Autism Lot 2: Mental Health Lot 3: Physical Disabilities Providers may apply for one or more Lots, depending on their area of expertise and service provision. The Lots are intended to support a more structured and consistent approach to commissioning across the region, ensuring that services can meet a range of needs for working age adults. The proposed Framework will be open to: Providers with existing care home provision within the region; and/or Providers who intend to establish a care home service within the region within the next 12 months Providers joining the Framework will be required to demonstrate a commitment to supporting citizens from across the West Wales region and prioritising regional placements.

Reablement and Home Care are one of the main care and support options provided to meet eligible needs. The Council is procuring an Independent Living Support Service (ILSS) Framework which will include Home Care, Reablement and Domestic Support services for adults, children and young people who are resident in the London Borough of Newham, and eligible for care and support from the Council - to enable residents to maintain their independence and quality of life in their own home. Where applicable, providers will be required to be registered with, and be inspected by the Care Quality Commission. A procurement is being considered for the provision of an Independent Medical Advice Service (IMAS), which will deliver independent, expert medical advice to support asylum and wider immigration decision-making. The service will support caseworkers in circumstances where medical evidence is presented, and specialist clinical input is required to inform decision making. Advice may include consideration of physical and mental health matters relevant to individual cases. The Authority is seeking to engage with organisations capable of delivering responsive, reliable and independent medical advisory services, providing objective medical input to support operational decision making. The anticipated service scope may include: • Independent clinical review and advice based on submitted medical information. • Provision of medical opinion to support casework decision where clinical expertise is required. • Delivery of advice within agreed service standards and timescales. • Appropriate clinical governance, quality assurance and information handling arrangements. The purpose of this engagement is to better understand market capability, capacity, delivery models, and commercial approaches available to support the future service.
